SUBJECT: State Department of Health Services' Public Notice
on Acme Landfill North Parcel Operations Plan
(Leachate Treatment Facility) .
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
A. Concur with the State Department of Health Services ' adoption
of a .Negative Declaration on the proposed project.
B. Request the State Department of Health Services to include, or
expand, the coverage of the following items in the Operations
Plan that would be implemented by DOHS ' s Hazardous Waste
Facility Permit.
1. The screening of the facility from Waterfront Road and
other nearby locations in it viewshed;
2 . The adequacy of control mechanisms to prevent the spread
of contamination from leaking pipes (on and off the
facility) and leaking containers;
3 . The management of hazardous materials, including chlorine
and caustic soda, used in the treatment process; and
4 . The adequacy of proposed weekly inspections.
FISCAL IMPACT
The project would have no evident financial impact on Cou y
government.

BACKGROUND/REASONS FOR RECOMMENDA'T'IONS
The Board referred this item to state on May 24, 1988 .
The proposal before the State Department of Health Services would
gradually eliminate the existing build-up of leachate in the
North Parcel ( 125-acre parcel) of the Acme landfill, and enable
the landfill' s containment features to function more efficiently
by reducing the hydraulic "head" of leachate. The proposal would
be part of the State' s overall program to close the North Parcel.
Leachate build-up has been a chronic problem with the North
Parcel ( the old fill area) which was developed and largely filled
before modern standards went into effect.
Although there is a large volume of leachate to be treated, it is
evidently low in toxicity (Acme Fill Corporation has asked the
Environmental Protection Agency to de-list it) . The proposed
leachate treatment facility would be a small, relatively simple
plant on about 0 . 2 acre located adjacent to the SPRR right-of-way
near Waterfront Road and near the landfill ' s leachate collection
sumps. It would treat about 34 million gallons of leachate per
year (with a 140 , 000,000 gpy design capacity) . Essentially,
solids would be removed, ammonia driven off and the effluent
treated with chlorine. The resulting solids would be stored in
drums and periodically removed (at least every 90 days) to a
Class I disposal facility. The effluent is expected to be of a
quality that would assure its de-listing. It is proposed to be
used for landfill watering ( saving about 100,000 gallons per day
of tap water) , or disposed of through the Central Contra Costa
Sanitary District system.
The leachate treatment facility would be an on site plant, .pro-
r_essing only leachate generated by the Acme landfill. It would be
located in the portion of the Acme site covered by the original
Acme landfill Land Use Permit, and would be consistent with the
purpose of the permit.
This response was coordinated with the County Health Services
Department.
The State Department of Health Services requested responses to
their public notice by June 30, 1988 . �„ .
