RECOMMENDED ACTIONS A) Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, JTPA Title II-A 78% and 3% contracts with the following two (2) service providers for the period of July 1, 1988 through June 30, 1989 and for the maximum payment limits specified below subject to approval by County Counsel as to legal form: Maximum JTPA Program Service/ Payment Contractor Title/Funding Training Limit Office of Education/ II-A 78% PIC Regional Office $ 296,060 Regional Occupational (West County) Program (#19-1102-0) Office of Education/ II-A 3% Older Workers $ 17 ,105 Regional Occupational (West County) Program (419-1107-0) Worldwide Educational II-A 78% PIC Regional Office $ 342,396 Services, Inc. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated April 5, 1988, the Board approved submission of the Program Year 1988-89 Job Training Plan for operation of the County's Job Training Partnership Act (JTPA) for the period of July 1, 1988 through June 30, 1989. By its Order dated May 3, 1988, the Board approved submission to the Job Training Partnership Division of the JTPA Subgrant Agreement for 1988-89 (County 4419-8066-1) which will provide JTPA funding for Title II-A for the period of July 1, 1988 through June 30, 1989. By its action on March 21, 1988 the County's Private Industry Council (PIC) selected/designated the West County and Central County Contractors identified above. By its order date May 23, 1988, the Board authorized contract negotiations with the two service providers selected by the PIC for the West and Central County JTPA Programs. Since this represents a change in the West County service provider, the current West County contracts are being extended for time only to allow for orderly transition and to minimize,if not eliminate, the possible discomfort of current participants. The change in service providers is being contested by Worldwide pursuant to the State EDD grievance system - who on behalf of the Governor has final decision authority. That administrative process will not be completed prior to July 1, 1988. In the event the Governor rules against the change in service providers, existing contracts would be cancelled in accordance with contract provisions.
