SUBJECT: Authorize Execution of DOL Grant (County #19-4023-0) and Authorize Execution of
Service Provider Contract (419-4024-0) with Battered Women's Alternatives
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I RECOMMENDED ACTION:
A. Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, a grant document (County
4419-4023-0) for a $50,000 Department of Labor grant to serve
displaced homemakers for the period 6/30/88 - 6/29/89.
B. Authorize the Executive Director, Contra Costa County Private Industry
Council, to make non-substantive changes to said document as may be
required by DOL.
C. Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, standard form Contract
(4419-4024-0) with Battered Women's Alternatives, for the-term -- -
beginning July 1, 1988 and ending June 29, 1989, with a maximum
payment limit of $46,500, as the grant service provider to enable
displaced homemakers who are victims of domestic violence to become
more successful in obtaining jobs, job training and self sufficiency
through PIC Programs supplemented by support services of Battered
Womens Alternatives, subject to approval by County Counsel as to legal
form, and under terms and conditions as more particularly set forth in
said contract.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On April 18, 1988, the PIC agreed to co-sponsor a federal Job training
Partnership Act (JTPA) Title IV discresionary grant proposal with Battered
- Womens Alternatives (BWA) to provide screening and referral services to 300
displaced homemakers who are victims of domestic violence.
On June 23, 1988, the Department Of Labor notified PIC Staff that the
proposal would be funded and requiring the return of an executed grant
document by June 28, 1988.

Board Order
The Program goals are to provide assistance and resources to enable
displaced homemakers who are victims of domestic violence to become more
successful in obtaining jobs, obtaining job training and achieving self
sufficiency through PIC Programs supplemented by support services from BWA.
Projected outcomes include recruitment and assessment of 300 participants,
providing job readiness skills, job placement services, child care and
transportation assistance, and development of a data collection system. It
is anticipated that 100 women will be referred to PIC programs; 10 to
direct placement, 5 to OJT, and 75 to educational workshops.
Federal grant funding is to be supplemented by BWA with $6,308 of agency
United Way funds and $10,358 of in-kind match.
