SUBJECT: Continuation of Rape Crisis Services
in Contra Costa County
Supervisor Tom Powers submitted the attached recommen-
dations for consideration by the Board relative to the continuation
of rape crisis services in Contra Costa County.
Supervisor Powers noted that Gloria Sandoval, Director
of the West County Rape Crisis Center, had advised that if the
County requested it her organization would consider administering
rape crisis services for the entire County on a contingency basis
to allow the continuation of rape crisis services in East and
Central County. Supervisor Powers advised that Ms. Sandoval could
make application to the State Office of Criminal Justice Planning
(OCJP) on behalf of the County to obtain additional funding to
enable rape crisis services to continue in East and Central County.
Supervisor Tom Torlakson agreed with the need to pursue
funding for continuation of services, but expressed concern that
the administration of the rape crisis services would be removed
from the local communities. He inquired as to whether or not the
County could make application to OCJP to secure the additional
funding.
George Roemer, Director, Criminal Justice Agency,
advised that the grant in question is direct funding by the State
to private agencies and the County cannot apply for the grant.
Mr. Roemer noted that the Central County Rape Crisis Center did not
apply for continuation of funding beyond July 1, 1988. He stated
that funding for continuation of rape crisis services in the County
might be obtained if the State OCJP is aware that there is an
interest in preserving the grant for Contra Costa County.
Supervisor Powers advised that the West County Rape
Crisis Center would work with local volunteers and interested
parties to continue services in East and Central County.
Supervisor Sunne McPeak recommended that a meeting be
held with representatives of the three agencies involved to explain
the proposed emergency plan.
Supervisor Torlakson commented on the program and
financial audits currently being conducted on the East County Rape
Crisis Center operations, and stated that any action taken by the
Board of Supervisors this date would not preempt any decision to be
made by the Board upon receipt of the audit report.
Board members being in agreement, IT IS ORDERED that the
recommendations of Supervisor Powers relative to a contingency plan
for continuation of rape crisis services in Contra Costa County and
application for Office of Criminal Justice Planning funding are
APPROVED.
IT IS FURTHER ORDERED that the County Administrator is
DIRECTED to schedule a meeting with representatives of the
concerned agencies to explain the contingency plan.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Contra Costa County Board of Supervisors .adopt an emergency
' plan to ensure the continuation of rape crisis services throughout
Contra Costa County.
That the Contra Costa County Board of Supervisors request the West
County Rape Crisis Center Board of Directors to administer rape crisis
services for the entire county, on a contingency basis, to allow •the
continuation of local rape crisis services in Central and East County.
That the Contra Costa County Board of Supervisors request that the
Office of Criminal Justice Planning (OCJP) grant additional available
funds, on a discretionary basis, to the West County Rape Crisis Center
for the purpose of sustaining rape crisis services throughout Contra
Costa.
BACKGROUND:
1. The Office of Criminal Justice Planning is scheduled to make funding
decisions for rape crisis services on June 24, 1988.
2. The East County Rape Crisis Center was not funded in 1987. The
decision to continue a County contract with the East County Rape Crisis
Center is pending a report from a consultant hired to investigate
problems reported by the grand jury. Previous funding for the East
County Center was approximately $50,000.
3. The Central County Rape Crisis Center received a grant through July
1, 1988 from OCJP for $56,000. The Central County Rape Crisis Center
did not apply for a continuation of funding.
4. The West County Rape Crisis Center currently r6ceives grants from
the OCJP for $60,000 a year.
5. While contracts with East and Central County Rape Crisis Centers may
be renewed on July 1, a contingency plan is needed to prevent the loss
of state funding for rape crisis services throughout Contra Costa
County.
