INCLUSION OF BROWN ACT AND CONFLICT OF INTEREST
SUBJECT: GUIDELINES IN ORIENTATION PACKET FOR NEW APPOINTEES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOrIl4ENDED ACTION
1. Direct the County Administrator' s Office to implement a
process for including Brown Act and conflict of interest guidelines in
orientation packets for newly appointed representatives to county
boards, commissions and committees. Furthermore, request that County
Counsel prepare a cover letter explaining in simple terms the Brown
Act especially the agenda and closed session requirements,
notification guidelines, and urgency actions requirements.
2. Direct County Counsel to once again send out to all
county advisory boards and commissions the appropriate information
relative to the Board' s policies on conflict of interest and the Brown
Act. This packet should include a copy of Resolution 82/574, adopted
May 18 , 1982 by the Board of Supervisors.
BACKGROUND INFORMATION: I believe it is important to
include in the initial mailing to newly appointed representatives
confirming their appointment information regarding the Brown Act and
conflict of interest guidelines. It is also important that the cover
letter from County Counsel include a description of recent expansion
to the Brown Act regulation and the very limited guidelines under
which any kind of "executive session" can be held.
