Reaffirm the Board' s position that the proposed Resource Recovery Program, which is to be funded by the Acme transfer station, is to .be a countywide program. 2. Establish a goal of hiring a full-time Resource Recovery Specialist to implement the County' s . Resource Recovery Program by September 1, 1988 and to further that goal, order the Director of Personnel to place before the Board on June 21 the proposed creation of a Resource Recovery Specialist position. 3. Request staff from the Community Development Department to report back to the Board of Supervisors on the status of resource recovery public education programs in other jurisdictions and how the proposed Resource Recovery Specialist position would coordinate resource recovery public education efforts with these other jurisdictions. 4. Refer to the Budget Committee the issue of funding for the Resource Recovery Specialist position in the event funding is not forthcoming from Acme Fill for the transfer station. BACKGROUND: The Board of Supervisors has conditioned the land use permit for the Acme transfer station with a requirement that an annual payment of $100,000 be made to the County to support a countywide Resource Recovery Program. Community Development Department staff have asked that the Board of Supervisors clarify and restate its intent that the funds from the transfer station be used in a countywide Resource Recovery Program and indicate that an essential and important component of that program is public education about resource recovery. Our Committee met with staff from the Personnel Department on May 23 regarding the* timing for creation, recruiting, testing and hiring a Resource Recovery Specialist. Allowing a reasonable length of time for recruitment and testing, we believe it is possible to have a Resource Recovery Specialist hired and on board by September 1. Because of concerns expressed about how the Resource Recovery Specialist would coordinate the proposed resource recovery public education program with the programs already underway in other jurisdictions we are requesting a further report from staff on this issue. In addition, because it is unclear just when Acme Fill will make its payment to support this position we are asking that the funding issue be referred to the Budget Committee.
