Bragdon Contra Director of Community Development DATE: May 11, 1988 Costa Coin SUBJECT: General Plan Amendment Request by the Appian Way Group SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize a General Plan Amendment review as requested by the Appian Way Group for a 3 .7 acre parcel of land located on Appian Way in the E1 Sobrante community. Staff will proceed by preparing a report which will then be scheduled for public hearing before the County Planning Commission. Following this, the Commission would forward its recommendation to the Board for a final determination after a public hearing. FINANCIAL IMPACT If the General Plan study is authorized by the Board, a General Plan Amendment fee would be paid to cover the cost of processing the amendment request. REASONS FOR RECOMMENDATION/BACKGROUND The Appian Way Group is a limited partnership that is represented by Little & Saputo ( 49 Quail Court, Suite 311, Walnut Creek, CA 94596 ) . Little & Saputo, on behalf of the Appian Way Group, has requested that the Board authorize a General Plan Amendment study for a 3 .7 acre parcel of land located in E1 Sobrante (see accompanying map) . The El Sobrante Area General Plan, adopted in 1980, designates the property in the "Multiple Family Residential-Low Density" category (7 to 12 units per net acre) . The parcel is included within the "Appian Way Corridor Special Concern Area. " The E1 Sobrante Area General Plan contains detailed development standards for this corridor. The request is to change the General Plan designation for the property from "Multiple, Family Residential-Low Density" to "Public/Semi-Public" to allow the construction of a new post office. The Postal Service intends to build a 16 ,000 square foot building, to replace the inadequate current facilities in the area. The agency desires to change the zoning of the property to a commercial designation before they commit to buying the land. According to Little and Saputo, the U.S. Postal Service has already completed the first phase of the purchase, which involves the title company taking title to the property, with the federal agency taking title as soon as the General Plan Amendment and rezoning is completed. The applicant has had initial discussions with staff and a decision has been made to request a General Plan Amendment to designate the property "Public/Semi-Public. " A concurrent application will then request that the County rezone the property from "M-12" (12 units per acre) to "Neighborhood Business. " Relationship to the General Plan Review Program As the Board is aware, the Community Development staff and the 65 member Planning Congress have been working for the last two years on a comprehensive, Countywide General Plan update. The Board has previously adopted two sets of resolutions, on April 29 , 1986 and August 5 , 1986, which give staff and the Congress direction during the General Plan Review period. The resolutions direct staff to discourage all General Plan Amendment requests that would involve the conversion of open space or agricultural lands to urban uses, until the new General Plan is adopted. This request does not involve open space properties. The requested General Plan Amendment is for a vacant parcel that is located within an already developed area of El Sobrante.
