June 1, 1988 C� SUBJECT; Legislation: Senate Bill 1910 (Campbell) SPECIFIC REQUE'ST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB 1910 by Senator Campbell which broadens the circumstances covered by the Natural Disaster Assistance Act and increases available funding to local governments. BACKGROUND: Under the Natural Disaster Assistance Act the Director of Emergency Services administers a program providing financial assistance to local agencies for the repair, Irestoration, or replacement of public real property that is damaged or destroyed by a natural disaster. SB 1910 would amend the Natural Disaster Assistance Act to do all . of the following: 1 . Expand the definition Of local agency to include the school districts. 2 . Expand the definition of natural disaster to include fire by man-made causes. 3 . Expand the definition of projects which are eligible for assistance to include emergency activities undertaken by a local agency in response to the disaster. 4. Changes the percentage of the State' s share of project costs which may be received in advance by a local agency from 75% to 90%. 5. Provides that the State' s share of the total project cost shall not exceed 75% and that no allocation for any project shall result in the State' s share of less than $2500. In addition, SB 1910 permits the owner of eligible property located in a county which has been proclaimed by the Governor to CONTINUED ON ATTACHMENT: ._. Under the existing State law, the State Department of Social Services is authorized to make supplemental grants not exceeding $10,000 per individual or family to victims of the October, 1987 Los Angeles earthquake. SB 1910 would broaden this authorization by establishing a permanent State supplemental grant program under which the State Department of Social Services could make grants not exceeding $10, 000 per individual or family to the victim of any disaster declared by the President. SB 1910 would appropriate $1,000,000 from the Reserve for Economic Uncertainties for the purpose of making these grants. The Director of the Office of Emergency Services recommends that the Board of Supervisors support SB 1910 and this office concurs in that recommendation. SB 1910 passed the Senate Committee on Taxes and Public Safety Management April 19, 1988 by a vote of 6: 0 and is currently on the Senate Appropriations Committee Suspense file.
