GILBERT, DIRECTOR OF GENERAL SERVICES Cwtra Vx)sta DATE: June 7, 1988 COJ* SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL SERVICES FOR REMODELING JUVENILE HALL FACILITIES AT MARTINEZ & BYRON (0119-4266; 0928-WH266D) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION A. APPROVE a consulting services agreement with Stephen E. Harriman, AIA & Associates, 47 Quail Court, Suite 309 Walnut Creek, for architectural services required for remodeling Juvenile Hall facilities at Martinez and Byron. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000 .00. The agreement will be effective May 17, 1988 and will provide for full architectural services, with a payment limit of $44,000. 00 for basic services, which amount shall not be exceeded without prior, written authorization by. the Director of General Services. II. FINANCIAL IMPACT A. On November 16, 1987, the Department of Youth Authority, State of California, notified the County Chief Probation Officer that $482,895 has been allocated to Contra Costa County from the County Correctional Facilities Capital Expenditure Bond Act of 1986, Proposition 52. B. Funds in the capital account encumbered for the project are a 25% match to the State grant and 'are sufficient to cover the amount encumbered by this agreement. III. REASONS FOR RECOM4ENDATIONS/BACKGROUND. A. On January 19, 1988, the Board authorized the Director of General Services to negotiate an appropriate agreement with the firm listed first by the County Architectural Selection Committee. Negotiations have been completed and an appropriate agreement is ready to sign. The agreement describes full architectural services, including schematic design, design development, construction documents, and bidding and construction phases of service. C. The management and professional staff for the consultant is 28.6 percent female. D. The County must proceed with an agreement for consulting architectural services because it does not have sufficient staff to provide the services. IV. CONSEQUENCES OF NEGATIVE ACTION: If this recommendation is not approved, the County will risk loss of the 75% State Grant for this project.
