SUBJECT: APPROVING AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR ARCHITECTURAL PROFESSIONAL SERVICES FOR M-MODULE
RENOVATIONS, MARTINEZ DETENTION FACILITY ( 4411-4101; 0928-WH101F)

RECOMMENDATION
APPROVE the Amendment to the Consulting Services Agreement with The Design
Partnership and AUTHORIZE the county Administrator or his designee to
execute the Amendment which will provide for additional Architectural
services required for the design and development of alterations to M and F
Modules at the Martinez Detention Facility.
FINANCIAL IMPACT
This Amendment will increase the Payment Limit from $.16 ,000 to $30 ,000 , an
increase of $14,000 . Funds for these additional services are budgeted and
currently available.
REASONS FOR RECOMMENDATION/BACKGROUND
The County intends to alter M-Module, Martinez Detention Facility, to
accommodate changes to the medical and mental health operations. On
December 2 , 1987, the County' s Purchasing Services Officer awarded a
Consulting Services Agreement with the Design Partnership to validate the
conceptual architectural program and preliminary plans for M-Module
alterations prepared in 1986 . In addition, the Consultant was to
investigate the "as built" conditions of the building' s structure and its
operating systems, perform a code review and prepare a construction cost
estimate.
As a result of workshops held with the Sheriff 's Department and Health
Services to review the. 1986 conceptual plans and the Consultant' s own
investigations, it became apparent that the scope of the project would have
to be expanded to accommodate the current staffing and inmate
medical/mental health needs. Upon closer evaluation of the program
requirements, it was also determined that the complexity of the
construction was greater than initially estimated.
Since M-Module, alone, was found inadequate to serve the medical and mental
health needs of the system, the project now includes modifications to
F-Module for use as a second mental health/medical module. Also included
in this Amendment are studies for future expansion of the medical
staff/clinic into a small area of the laundry. As this work will occur
while the facility remains in use, the Consultant has had to prepare
studies for the phasing of construction so that the facility can continue
operating while the work is accomplished. Taking these new factors into
account, the revised estimate of .probable constru ion cos s $386, 259 .
