HomeMy WebLinkAboutMINUTES - 06271988 - T.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA DATE: June 28, 1988 MATTER OF RECORD SUBJECT: Proposed Abatement of substandard structures at 1054 Palm Avenue and 2610 Sycamore Street, Martinez, George Hammons, owner This being the time fixed for hearing the proposed abatement of substandard structures and debris at 1054 Palm Avenue and 2610 Sycamore Street, Martinez, George Hammons, owner; and Bill Martindale, Special Programs Coordinator, Building Inspection Department, described the condition of the properties, and showed the Board Members pictures of both properties, both at the time the abatement proceedings were began and those taken a day ago. The Chair opened the public hearing and the following persons appeared to speak: Max Walraven, 1100 Palm Avenue, Martinez, who described the people and their activities at the above addresses. George Hammons, 2610 Sycamore Street, Martinez, owner of the property proposed to be abated, who sought assistance in removing the people illegally occupying the above properties. Elaine Michaels, 5035 Clayton Road, Concord, listing agent for the above properties, requested more time in which to evict the tenants on Sycamore and return possession to Mr. Hammons. Linda Sandals Hammons. 3535 Brook St. , #19, Lafayette, affirmed that every effort was being made to evict the tenants. The Chair announced that he had several cards containing comments from people who did not wish to speak, all of them urging that action be taken today. The Chair read comments from the following: Robin Agostino, 1064 Palm Avenue, Martinez Dorothy Sakazaki, 371 Central Ave. , Martinez Judie Patrick, 1079 Palm Avenue, Martinez Frank L. Lazzarini, 1070 Palm Ave. , Martinez Sandra Wyckoff, 2712 Sycamore St. , Martinez Maria Frawley, 1060 Vine Avenue, Martinez Barbara Duncan, 1051 Vine Avenue Mr. Martindale commented that there is a problem in getting the people to vacate the premises. He suggested that rather than the usual 30 days, it might be appropriate to make it 60 days from the date of this hearing before contracting for the clearing of the property. Supervisor Fanden moved approval of Resolutions 88/396 for 1054 Palm Avenue and 88%397 for 2610 Sycamore Street granting jurisdiction to the Building Inspection Department, but giving the owner 60 days instead of 30 days to have the property cleared. Supervisor Fanden asked for a report to the Board on the status of this property in 60 days. THIS IS A MATTER OF RECORD. cc: Building Inspection Department �0. The property is hereby declared substandard and a public nuisance. The owner of the subject property is hereby ordered to clear the site of all structures and debris and leave it in a clean graded condition. If the subject property has not been cleared as ordered within sixty ( 60) days from the date of this hearing, the Board hereby grants authority to the Building Inspection Department to contract for the clearing of the subject property. In the event the County must contract for the work to be done, a lien shall be placed against the subject property for the cost of the abatement. Direct the County Administrator to solicit applications and/or nominations for the seats on the Task Force and forward to the Internal Operations Committee all applications except those for appointment by the individual Board Members, which should be sent to the individual Board Members ' offices . 6 . Authorize the County Administrator' s staff to cooperate in establishing the Task Force and in providing sufficient professional and clerical support to get the Task Force formed and working, at which time such support should be discontinued except for incidental advice and support from the members of the Technical Advisory Committee. BACKGROUND: On February 23 , 1988 and March 8, 1988, the Board of Supervisors referred to our Committee the issue of whether or not to establish a Task Force on Self-Esteem as is requested in ACR 64 (vasconcellos) . Our Committee has met on two occasions with a number of individuals from the community and representatives of advisory boards to consider the formation of such a Task Force, its .composition, andan appropriate charge to the Task Force. Staff have also met with many of the same individuals to provide suggestions for the composition of a Task Force. At our meeting on May 9, 1988, our Committee reviewed the two attached reports from the County Administrator' s Office: one outlining the process followed by the group of citizens which worked on the composition of the Task Force, and the other summarizing one possible scenario for a Task Force. We also received comments from a number of individual citizens, some of whom expressed the concern that the expenditure of public funds in support of such a Task Force would tend to undermine the responsibility of the family to resolve many of the problems outlined in ACR 64. Most individuals who were present at our meeting, however, enthusiastically support the formation of. a Task Force. We believe that the formation of a Task Force, which we have renamed the Task Force on Self-Esteem and Prevention of Community Problems, should have as its major focus the identification of programs which by improving individual self-esteem can assist government in reducing public expenditures in the areas of crime, violence, drug and alcohol abuse, teen pregnancy, child abuse, chronic welfare dependency, and the failure of children to learn up to their potential. We believe that such a Task Force can identify programs, many of which will be in the prevention area, which can assist in this objective. We also believe strongly that these programs should support and strengthen the role of the family in avoiding many of the identified problems outlined in ACR 64. We believe that this Task Force need not and should not have substantial financial support from county government. We expect the Task Force, once it has been formed and has started working, to solicit private and corporate donations to support this ongoing work. Instead of including County staff on the Task Force as was recommended, we would prefer to reduce the size of the Task Force by forming a Technical Advisory Committee of County staff who can meet with and support the efforts of the Task Force without having to commit significant amounts of county time and resources to the work of the Task Force. Page 4 We would urge the County Administrator to solicit applications for the various seats on the Task Force as quickly as possible and would then urge each member of the Board of Supervisors to make their appointments to the Task Force as quickly as possible. Included in our recommendations is one requiring the Task Force to formulate a work program which our Committee can then review before forwarding it to the Board of Supervisors for final approval. This will insure that the work plan receives adequate public input on all sides of the issue and that the Task Force continues working in directions which are supportive of the Board of Supervisors' goals.
