SUBJECT: FY 1988-89 CONTRACT FOR RAPE CRISIS SERVICES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the District Attorney to execute, on behalf of the County, a contract with
the Rape Crisis Center of West Contra Costa, including any extensions or amendments
thereto, for countywide rape crisis services, provided that the payment limit does
not exceed $177,263.
II. FINANCIAL IMPACT:
None. Funds for these services are included in the County's 1988-89 Proposed Budget.
The entire amount is from the County General Fund, and is included in the 1988-89
Proposed Budget for the District Attorney's Office.
The contract will contain a condition that states 'that the contract will be
terminated without notice should no funds be appropriated for these services in the
County's final budget for 1988-89.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
This contract provides for the continuation of the delivery of rape crisis services
countywide. Of the total amount, $62,135 is for delivery of services to the West
County area. Also included are an estimated $61,676 for services to Central County,
and an estimated $53,452 for services to the East County area.
The Rape Crisis Service of Central Contra Costa is in the process of dissolving its
corporation, and has asked the Rape Crisis Center of West Contra Costa to assume
delivery of rape crisis services in the Central County area. Pursuant to the findings
in the March 30, 1988, Grant Jury Report on the East County Rape Crisis Unit and the
June 15, 1988, performance audit of that agency, the Rape Crisis Center of West
Contra Costa appears to be the most viable agency in the County to assure that rape
crisis services can be delivered in the East County area as well. As recommended in
the Grant Jury Report, consolidation of all rape crisis services in one countywide
agency is an appropriate action at this time to improve accountability,
administration, and the standard of delivery of rape crisis services throughout
Contra Costa County.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request will result in the ruction or loss of rape crisis
services in all or part of the County.

SUBJECT: Rape Crisis Services
The Board considered the recommendations of the County
Administrator as presented on the attached report. Following a
discussion, IT IS BY THE BOARD ORDERED that the following actions
are APPROVED;
1. REQUESTED the County Administrator and District Attorney
to report back to the full Board on July 12, 1988
(.rather than through the Finance Committee) on:
a) status of contract negotiations with the Rape Crisis
Center of West Contra Costa for West and Central
County rape crisis services;
b) information on improved procedures for administering-
and monitoring the contract with Rape Crisis Center
of West Contra Costa;
c) any further information on continuation of services
in East County; and
2. REITERATED the Board' s decision not to pay any funds to
the East County Rape Crisis Unit pending resolution of
outstanding claims and issues detailed in the
independent CPA audit, including the issue of tax
liability.

SUBJECT: CONTINUATION OF RAPE CRISIS SERVICES IN CONTRA COSTA COUNTY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
ACCEPT report from County Administrator on continuation of rape crisis services within
Contra Costa County and ADOPT the following recommendations:
1. Authorize the District Attorney to negotiate and execute a contract on behalf of the
County with the Rape Crisis Center of West Contra Costa up to $177,263 for the period
July 1, 1988 through June 30, 1989 for the continuation of sexual assault services on
a Countywide basis.
2. Request District Attorney to submit a progress report to. the Board of Supervisors
through the Finance Committee by October 15, 1988.
3. Request the District Attorney to bring any significant implementation issues to the
Finance Committee for review and recommendation to the Board before October 15, 1988,
if necessary.
FINANCIAL IMPACT:
There is no financial impact beyond that budgeted in the proposed 1988/89 budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
At your request, we have been reviewing the provision of rape crisis services,
particularly in the east and, more recently, in the central part of the County. With
respect to the East County Rape Crisis Unit, the highly critical Grand Jury report in
March 1988, and, subsequently, an independent evaluation ordered by your Board have
indicated an organization that has serious management, service delivery, and community
relations problems.
On June 14, _ the Finance Committee held a meeting with all the County rape crisis services
to explore ways of resolving the critical problems -in both the central and east County
agencies. As reported to you last week (Finance Committee.report, adopted June 21, 1988),
the central County organization is in the process of dissolution as a legal entity and its
remaining volunteers have asked the Rape Crisis Center of West Contra Costa to assume
delivery of rape crisis services in central County.

Continuation of Rape Crisis 2 June 28, 1988
Services in Contra Costa County
Central County
In FY 1987-88, the Rape Crisis Service of Central Contra Costa County has been funded also
by the State Office of Criminal Justice Planning (OCJP) ($56,311), the cities of Concord
($18,000, plus office space), Walnut Creek ($7,000), and Martinez ($5,000). At the
Finance Committee's request, we, the District Attorney's Office, and the Rape Crisis
Center of West Contra Costa, met with the Executive Director of OCJP. Although State
funding for central County services cannot be guaranteed for FY 1988-89, he indicated his
commitment to recommend such funding to the State Advisory Commission, which meets
July 8, 1988. He was most supportive of overall administrative consolidation and
encouraged by the County's intention to continue its funding of this important service
despite the recent problems.
East County
We have received the independent program evaluation of the East County Rape Crisis Unit.
This report indicates serious deficiencies in overall program management, service
delivery, and financial management and control of the Unit. While the report recognizes
the commitment and dedication of the people providing services, it also suggest, "that
another rape crisis center be considered as an appropriate option to provide this
assistance." Our review leads to the conclusion that a consolidated and centralized
approach to all rape crisis services with localized advice and support throughout the
County be accomplished under the administrative and program management of the Rape Crisis
Center of West Contra Costa. That organization has indicated a willingness to assume such
a role under specified conditions as discussed with your Finance Committee and is willing
to enter into negotiations with the County on this issue. That agency is the recipient of
a Governor's Award for Exemplary Sexual Assault Victim Services.
At the June 14 meeting of the Finance Committee, the Executive Director of the East County
Rape Crisis Unit indicated that she wished to resolve the Unit's problems through
restructuring and reorganization rather than asking the Rape Crisis Center of West Contra
Costa to assume delivery of such services.
Countywide Approach to Service Delivery
It is the intent of the Rape Crisis Center of West Contra Costa to provide services to
west, east and central County which would be tailored to and delivered within those areas.
In addition, Rape Crisis Center of West Contra Costa is willing to work with local
volunteers and other interested persons in order to provide the most effective services to
sexual assault victims. Program administration and financialmanagement would be
centralized. The District Attorney's Office is prepared, should the Board accept these
recommendations, to immediately begin -negotiations with-the Rape Crisis Center of West_
Contra Costa so that transition to a new method of service delivery can proceed.
