SUBJECT: Pleasant Hill BART Station Area Development Status
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Chair to sign letter to Cities of
Concord, Pleasant Hill and Walnut Creek regarding development in
the Pleasant Hill BART Station Area, as recommended by the Pleasant
Hill BART Station Area Steering Committee.

BACKGROUND/REASONS FOR RECOMMENDATIONS
A March 3 , 1988. letter (attached) to the Board of Supervisors from
representatives of the Cities of Concord, Pleasant Hill, and Walnut
Creek were referred to this office and the Pleasant Hill BART
Station Area Steering Committee for response at its June 15 meeting
the Steering Committee recommended the attached response letter.

SUBJ: REPORT ON FEBRUARY 17 AND MARCH 2 MEETINGS
On February 17 and March 2, 1988 the Tri-City Pleasant Hill BART oversight
Committee held its first meetings. The purpose of this committee, which is
comprised of representatives from the cities of Walnut Creek, Concord, and
Pleasant Hill, is to oversee and evaluate the impact of the Pleasant Hill
BART Station Development. At these meetings, the committee identified the
following issues as most critical and in need of immediate attention:
1. What does the mandatory review of the development entail? What are the
legal ramifications of mandatory review? Does the requirement for
mandatory review mean that development should be halted until traffic can
be sufficiently mitigated to allow acceptable service levels at surrounding
intersections? If so, we request that development be halted.
2. How much development is Contra Costa County legally bound to permit
through existing development agreements? Can the Pleasant Hill BART
Station project be scaled back?
3. What is the status of approvals and renewals for all projects yet to be
built?
4. Can the County provide us with an analysis of the assessment districts
and tax increment financing associated with the Pleasant Hill BART Station
project?
5. The Committee would like to receive copies of the Cherry Lane •EIR as
well as a status report on the Pleasant Hill BART Phase III traffic study.
6. Given the Park Regency General Plan/ Specific Plan amendment, the
County should be required to expand the study area and conduct a more
comprehensive traffic study as part of the Park Regency EIR.
We request that the County Board of Supervisors stop the issuance of
further development permits in the Pleasant Hill BART Station specific plan
area until these questions are answered and the full impact of the
development can be evaluated. We would also like the Board of Supervisors
to begin investigating these questions as soon as possible. Given the
gravity of the traffic problem anticipated from this development, we know
that you will understand the need for an immediate response to our
requests.
