SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I RECOMMENDED ACTION
Approve the extension of the 5 mph speed zone on the new
southwest section of Discovery Bay from the present 5 mph
zones. The new southwest section includes the- following .
bays--Lighthouse, Beacon and Windward.
II FINANCIAL IMPACT
Sheriff ' s Marine Services Bureau personnel currently patrol
these waterways, therefore, additional enforcement costs
would not be incurred.
There might be some revenues derived through violations of
various boating laws. Amounts are not known.
III REASONS FOR RECOMMENDATIONS
The Hofmann Company, who developed Discovery Bay has
requested that the 5 mph speed zone be increased to include
the new bays which were recently developed. The request was
sent to the Board who referred it to the Sheriff and County
Counsel. (December 1 , 1987 #3 . 5 )
The new development will bring in numerous new boat docking
areas and residences. It will greatly increase the boating
traffic in the area.
The bays to the north and east have previous Board approval
for the 5 mph zones. The citizens of the area have
requested that the 5 mph speed zone be adopted for the new
section.
The Sheriff ' s Marine Services Bureau has worked a variety of
complaints about speeding boats in this area. Bureau
personnel recommend that the required boating spe juld
be set at 5 mph.

III REASONS FOR RECOMMENDATIONS (Cont'd. )
Section 660 of the California Harbors and Navigation Code
allows the Board of Supervisors to regulate speed zones in
County waterways. The law requires that the zone have
approval by the California Department of Boating and
Waterways at least thirty days prior to adoption.
This proposal was submitted to the Department of Boating and
Waterways .in May, 1988. After their approval it was brought
to the Board.
IV CONSEQUENCES OF NEGATIVE ACTION
There is the possibility of serious boating accidents due to
increased boater traffic if the speeds are not reduced.
Many boats and persons are beginning to use these waterways.
There will be many more using the bays when all the property
areas are developed.
