SUBJECT: Approve Submission of Funding Application #29-259-20 to the
State Department of Health Services for the Refugee Preventive
Health Services Program
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and Authorize Wendel Brunner , M.D. , Assistant Health
Services Director--Public Health , to execute and submit on
behalf of the County, Funding Application #29-259-20 to the
, State Department of Health Services requesting State funding for
the period July 1 , 1988 - June 30 , 1989 for the Refugee
Preventive Health Services Program. As requested by the State ,
separate program workplans and budgets have been submitted, one
for a reduced level of funding in the amount of $30 ,000 and one
for the current level of funding at $54 , 100 .
II . FINANCIAL IMPACT :
Approval of this agreement by the, State will result in either
$30 , 000 of State funding for a reduced level of services , or
$54 , 100 for the current level of services for the Refugee
Preventive Health Services Program. Sources of funding are as
follows :

No additional County funds are required.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
For over seven years the County has participated in the Refugee
Preventive Health Services Program with the State Department of
Health Services . On October 6 , 1987 , the Board accepted $42 , 500
through a Notice of Award from the State for continuation of the
program through FY 1987-88 . Program funds are used to provide
interpreter services by trained bilingual Health Aides to assist
medical staff to provide needed health services to Contra
Costa' s refugee population . Approval of Funding Application
#29-259-20 will allow continuation of the program during the
next fiscal year and assure compliance with Chapter 1 , Section
17000- 17003 of the Welfare and Institutions Code .

Refugee funds from the Federal Government for health assessments
have been cut by 30% this year . The State Refugee Health
Programs Unit has been negotiating with the State Social
Services Department and the Federal Government to set up an
interdepartmental agreement to make available additional Refugee
Medical Assistance money to pay for refugee health assessments
on a fee for service basis . These funds would be in addition to
MediCal funds . As requested by the State , two budgets and two
sets of objectives have been submitted to the State , one for the
reduced funding level and one for the basic program plus addi-
tional Refugee Medical Assistance funds .
In order to meet the State ' s deadline for submission, draft
copies of the funding application have already been forwarded to
the State Department of Health Services , but subject to Board
approval . Six copies of the certified Board Order should be
returned to the Contract and Grants Unit for submission to the
State .
