June 16, 1988 County SUBJECT: Approval of Standard Contract 422-267-2 with Contra Costa County AIDS Task Force for the AIDS Education and Prevention Program SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Standard Contract #22-267-2 with Contra Costa County AIDS Task Force in the amount of $48 ,680 for the period July 1 , 1988 - June 30 , 1989 for provision of AIDS Education and Prevention Program services and emotional and practical support to AIDS/ARCS clients in the AIDS Case Management Project . II . FINANCIAL IMPACT : The State Department of Health Services has notified the County that it will provide funding for these services under State Standard Agreements which will be received in the near future for approval by the Board of Supervisors . Due to the urgent need for these services , the State has suggested we subcontract with ' the Contra Costa County AIDS Task Force for these services while the State documents are being prepared. The State will provide 100% of the funding for these services , and no County share will be required . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1987 the State Department of Health Services began funding selected local County Health Departments to do case-managed care of persons with AIDS or ARC . Part of this project was to link with existing services as well as to develop new services where needed to serve this population . The Task Force has been serving patients since 1985 on a volunteer basis . This funding, in part, will be used to provide additional services to AIDS/ARC clients . The educational portion of this funding has been ongoing since 1987 and is a part of the overall goal of the County AIDS Program to establish links with community organiza- tions and reach segments of the community which have been dif- ficult to reach with traditional efforts in the past . The State Office of AIDS is preparing a document to continue AIDS Education and Prevention Program services during FY 88-89. This State contract will provide $43 , 680 for AIDS education and prevention services by the Task Force . An additional $5 ,000 of funding for the Task Force will be received from the State under the County ' s Contract for the Case Management Project . The Contra Costa County AIDS Task Force will provide these AIDS services under Contract 422-267-2 .
