SUBJECT: Hearing on Rezoning Application 2718-RZ, Development Plan
#3020-87 and Tentative Subdivision Map #6934 in the Walnut
Creek Area.
This being the time heretofore noticed by the Clerk of the Board
of Supervisors for hearing on recommendation of the Contra Costa
County Planning Commission on the request by James R. Stedman &
Associates (applicant) and Robert E. McAdam (owner) ( 2718-RZ) to
rezone 12. 2 acres of land from Single Family Residential District
(R-20) to Planned Unit District P-1) and request for approval for a 23
unit single family residential project (Final Development Plan
3020-87) and a request for approval to divide the 12. 2 acres into 23
residential lots (Tentative Subdivision Map #6934) in the Walnut Creek
area; and the subject property fronting on the south side of Ward
Drive at the Blackwood Drive intersection in the Walnut Creek/Walnut
Heights area;
Mary Fleming, Community Development Department, presented the
project request and described the project site location and commented
on the Planning Commission approval of the application and the staff
recommendation for approval.
The public hearing was opened and the following people appeared
to speak:
David Carlson, 1646 N. California Boulevard, Walnut Creek,
representing Stedman &Associates, requested approval of the
application.
James C. Blair, 1449 Murwood Drive, Walnut Creek, representing
six families, commented that the group's opposition was limited to the
drainage as proposed being designed by Aliquot Associates of Walnut
Creek for both subdivision 6934 and 7075. He commented on material
and a map he presented to the Board members and spoke indicating
various concerns relative to drainage including the sizing of the
drainage system, undergrounding the system, easements, the paving of
.Murwood Extension contrary to grade, and past flooding in the area.
David Carlson spoke in rebuttal commenting on the collect and
convey requirements, the proposed drainage course, and the existing
problems in the area involved.
Supervisor Schroder requested clarification from staff as to why
the natural water course was not being used.
Gus Almquist, Community Development Department, responded to
Supervisor Schroder' s concerns commenting on the two engineers,
Stedman & Associates and Aliquot, involved with the two subdivisions
and that jointly the two developers are putting in the main storm
drain from their subdivisions down to the bypass.
The public hearing was closed.
Supervisor Schroder commented on his desire to confer with the
engineers and Flood Control on the diversion and to confer with Victor
Westman, County Counsel, relative to the liability of changing the
natural water course to an underground system. Supervisor Schroder
moved to declare intent to approve the subdivision request pending
resolution of the drainage course and to defer the decision for one
week.
Therefore, IT IS BY THE BOARD ORDERED that the Board DECLARES ITS
INTENT to approve rezoning application 2718-RZ, Final Development Plan
3020-87 and Subdivision 6934 in the Walnut Creek/Walnut Heights area
pending resolution of the drainage issue; and decision is DEFERRED to
the June 28, 1988 Determination Calendar.
