SUBJECT: Summit Conference for the Contra Costa War on Drugs
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AM'JUSTIFICATION
RECOMMENDATION
Refer to Internal Operations Committee the responsibility of
planning and organizing a countywide, multi-agency and
interjurisdictional Summit Conference on Contra Costa' s "War
on Drugs. "
Such a Summit meeting should be organized to attack both the
suppi and demand sides of the problem involving law
enforcement officials and prevention and treatment programs.

SUBJECT: Summit Conference For The Contra Costa War On Drugs
During discussion on item S. 9 on the June 21, 1988 agenda, Board
members expressed comments on the issue of the Summit Conference for
the Contra Costa War on Drugs being referred to the Internal
Operations Committee for planning and organizing.
Supervisor Fanden commented that each Supervisor should be
responsible in his or her district for whatever plans the Internal
Operations Committee will be recommending for a Summit Conference and
expressed support for a coordination of effort in conjunction with the
Red Ribbon Week.
Supervisor Powers commented that he, the cities, and the school
district in West County are meeting on and discussing specifically
this issue. He also commented that there are differences between the
problems that. exist in various parts of the County, and he would
rather work within West County instead of County wide. He expressed
support for working with Alameda County.
Supervisor Schroder expressed support for working with Alameda
County as a whole, Contra Costa County as a whole in a regional
situation, coordination with the activities of other agencies and that
he would be willing to consider whatever the Committee would
recommend. He also commented that perhaps it would be a good idea for
public awareness to tie whatever suggestions the committee had to Red
Ribbon Week.
Supervisor McPeak commented that when discussing the budget last
week, there was recognition that there were drug problems tending to
pervade a lot of the areas of increases in demand and that there
should be some gathering of an overall view.
Supervisor Torlakson commented that the idea of coordination of
whatever else is going on is a good one and the intent of the
recommendation is to bring greater public information and focus on
this issue.
