ESTABLISHING PROCESS FOR RECYCLING OIL PRODUCTS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to Solid Waste Commission to consider establishing a permit process where applicants applying for a Land Use permit for a gas station or vehicle lubricating business would be required as a condition of approval, in unincorporated areas, to accept oil at no charge to be recycled. It is also my recommendation that applicants for renovations of gas stations and for new tanks be required to accept used oil. BACKGROUND INFORMATION: My office receives several calls a month from people inquiring where they can take used oil. There are only a few places that will even take the oil and they are principally located in Central County and charge the person to take the oil. It is my fear that rather than take the oil to Concord or Martinez, it is .improperly dumped somewhere. Used oil is a hazardous waste in California. Used oil is a carrier of contaminants that are harmful to the environment. Crankcase oil drainings have been reported to account for more than 40% of the total oil pollution of our nation' s harbor and waterways. One pint of oil could produce a slick approximately one acre in size.
