HomeMy WebLinkAboutMINUTES - 06211988 - S.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 21, 1988 , by the following vote: AYES: Supervisors Powers , Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ SUBJECT: Ballot Initiative for Jail Operation Funding Supervisor Nancy Fanden submitted the attached recom- mendations to the. Board relative to development of a ballot measure for funding jail operations. Paul Katz, Contra Costa County Employees Association Local 1, expressed support for the proposed 1/4 cent sales tax increase for jail operation funding. He urged the Board to proceed with establishment of a committee to develop a ballot initiative. Supervisor Tom Powers commented on the need for legis- lative authority to enact a sales tax increase. He recommended that Senator Dan Boatwright be requested to assist the County in obtaining such authority. Supervisor Sunne McPeak recommended that legislation authorizing the County to enact a sales tax increase for the purpose of funding jail operation and law enforcement activities contain direction that the State maintain its current level of funding for these areas. Supervisor Robert Schroder commented on the proposed ballot measure providing a 1/2 cent sales tax increase for trans- portation which will be on the November 1988 ballot. He inquired as to whether there is a sales tax ceiling imposed by State law, and if so, what impact that would have on the proposed jail opera- tion funding ballot measure. Board members being in agreement, IT IS ORDERED that the following actions are APPROVED: 1. APPROVED establishment of a committee to develop a ballot initiative for a 1/4 cent sales tax increase to fund jail operation and law enforcement costs; 2. AUTHORIZED letter to Senator Boatwright requesting initiation of legislation to authorize the County to move ahead with the ballot initiative as soon as possible; and 3 . REQUESTED County Counsel to report on impact of sales tax ceiling on the proposal. Sometime later, Batchelor called a meeting to explore the idea. Present were Sheriff Rainey, Gary Yancey, Gerald Buck, Henry Clarke, and Paul Katz. May we have an update on this request.
