SUBJECT: Clayton Regency Mobile Home Park
SPECIFIC REQUEST(S) 'OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Acknowledge the substantial efforts made recently by the
owners of the Clayton Regency Mobile Home Park as is
reflected in the attached reports from the Community
Development Department, Building Inspection Department, and
Health Services Department. In view of these efforts,
request the Director of Community Development to prepare a
letter for the Chairman' s signature to the owners of the
Park expressing the Board' s appreciation for their
cooperation and hard work in correcting a number of the
problems which had been brought to. the Board' s attention.
2 . Request the Mobile Home Advisory Committee to continue to
monitor developments at the Clayton Regency Mobile Home Park
and to advise the Board of Supervisors if any problems occur
in the future.
3 . Remove this item as a referral to our Committee.
BACKGROUND:
On January 26, 1988, the Board of Supervisors referred to our
Committee concerns which had been expressed regarding conditions
at the Clayton Regency Mobile Home Park. Our Committee has asked
Building Inspection, Community Development Department, and Health
Services to review the conditions at the Park and to work with
the owners and residents in attempting. to see that as many as
possible of the deficiencies are corrected.
Based on the attached report, it appears that all concerns
expressed by County staff have been corrected and that no further
action by the Board of Supervisors is required at this time. The
voluntary cooperation shown' by the owners of the mobile home park
prompts us to recommend that the Board express their appreciation
in writing.

SUBJECT: Status of Cl Regency Park
Acceptance of Park Owner Offer
On May 6, 1988, Judy Dunn of the Mobilehome Advisory Committee and Bob Drake of
my staff reviewed the releases submitted to date by tenants of Clayton Regency
Park. The review confirmed that an insufficient number had been submitted to
satisfy the requirement of the park owner, Churchill Group, for installation of
certain park improvements.
Notwithstanding the tenant collective failure to meet the required threshold,
it is staff's understanding that a separate settlement was reached between the
park owner and some of the tenants. We understand that part of the settlement
requires the property owner to install all of improvements contained in the
original offer.
The Mobilehome Advisory Committee has been monitoring the park since the March 3
meeting. The Committee has been very impressed with the speed with which
various improvements have been made at the park. The Committee is also
impressed with the park owner's cooperativeness, and has directed staff to issue
a letter of appreciation.
Water Metering
The Advisory Committee is aware of the concern of the Homeowner Association
about recently instituted water changes. (See attached 5/18/88 letter from
Marsh Creek Homeowners Association) . The park's water meters were replaced in
May. The Committee assured the Association that it would evaluate the equity of
the water charges as soon as the first month's meter readings are obtained. The
Committee will advise the Board of Supervisors of any major inequities.
Public Nuisance Ordinance Review
Because of the cooperativeness evidenced by the park owner in improving park
conditions, the Advisory Committee sees no compelling reason in pursuing legal
measures which had been suggested by park residents at this time.

Dear Board of Supervisors :
We, the Homeowner's Association of Clayton Regency Mobile Home Park,
have a problem of the utmost urgency. We feel the need to have a meeting
with the Board of Supervisors , at your Earliest convenience, to inform
you of the outrageously astronomical water charges we are being forced
to pay. We cannot over emphisize the urgency of this matter, as it affects
the lives of approx. 200 mobile homes and families .
We feel the need to attend a Supervisors Meeting in order to inform
you completely of our situation. Mr. Gradow (our Landlord/Owner) is charging
us at the rate of $ .01/gallon over 4, 000 gallons (see attached chart ) . The
$60.00 rent roll back that we received doesn't compensate us for the $60.00
and above water bills we will be receiving. We would be willing to pay
a reasonable rate (or even the highest in the area) . Mr . Gradow is charging
us 10 times the highest rate in the area.
We have contacted the Dept . of Weights & Measures . They have come
through the park and made Mr . Gradow remove all the old meters and put in the
correct ones . Dept. of Weights & Measures has informed us that the Board of
Supervisors are the ONLY persons who have the jurisdiction over our water, and
in the regulating of Reasonable Rates in our Park .
We would like to be scheduled on your Calendar for the next Supervisor' s
Meeting, it is very important to all of us to get this matter under control
as soon as possible . We will be waiting to hear from you as to the time
of the next Supervisor' s Meeting. 'Thank you.

SUBJECT: Status Report: Clayton Regency Mobilehome Park
During the last 6 months the following construction, maintenance,
installation and/or repair work has been done at the Clayton
Regency Mobilehome Park.
1. Recreation and office building has been totally reroofed.
including replacement of skylights.
2 . A new fire station has been constructed on site.
3 . The old store building has been cleaned up and hazardous
materials have been removed.
4 . Perimeter of entire park has been enclosed with 5 ' chain link
fencing.
5. A steel door has been installed on laundry room.
6. Locking gates have been installed at swimming pool area.
7. Park roads have been patched and resurfaced as necessary to
relieve drainage problems. 9 speed bumps have been installed.
8. A new tot lot has been provided.
9. Phase I of leach field has been completed. Phase II and III
to be completed by 1991.
10. Additional street lighting has been installed in accordance
with PG&E lighting calculations.
11. Water meters have been installed at individual spaces.
The Building Inspection Department has no other items pending.

This is in response to your memo of April 18, 1988. We are describing all of the
improvements that have been made or are in the process of being made at the park.
The improvements that are within our regulatory authority are marked with an
asterisk. Those that do not fall within our authority to regulate are included to
provide you with a complete update.
Please note that County Counsel has submitted a separate report regarding the sta-
tutory or regulatory authority for a mobile home park owner to charge for water.
A brief description of current or on-going improvements follows:
*1. Solid Waste. The park operators recently provided five 20 yard capacity
trash bins for collection of wastes from individual lots. Subsequent to
this clean up the park operators are mowing, weeding and edging the
individual lots.
*2. Sewage. A contract was let for the installation of sewer manholes,
removal of the sewage overflow basins, and periodic hydroflushing of the
sewer lines. This work is in progress.
3. Fencing. Fencing has been installed around the park perimeter. The new
fence parallel to Marsh Creek Road was installed in the county road ease-
ment. The fencing contractor is submitting a bid for relocating that
section of the fence.
4. The recreation hall building has new carpeting and floor tile, new
drapes, new skylights and new paint inside and out.
5. Refurbishing of the tot lot has been completed.
6. Nine additional speed bumps have been installed. Several minor road
repairs have been made.
7. There is currently a surface drainage problem at lot 142. A consulting
engineer has been hired to develop a plan to eliminate this problem.

8. The back-up generator for the water supply system is in place. Bannister
Electric has been hired to do the final wiring. This work will be reviewed
by building inspection.
*9. The operators are purchasing a newer water truck for importing supplemental
water. The new truck will be inspected and licensed by Environmental
Health to haul domestic water.
10. New equipment has been ordered for the large playground. This equipment
will include swings, bars and basketball equipment.
11. New gates are being installed on the pool enclosure and a new door on the
laundry room. All of these will be equipped with locks. Each tenant will
receive a key.
12. New mailboxes are on-site and foundation work has been completed for the
installation. The current delay is because the post office has not yet
installed the locks for the lock boxes.
13. The park owners have agreed to have all abandoned vehicles removed at no
cost to the tenants.
14. The operators are investigating the costs of a rental street sweeper versus
a monthly contract with a commercial street sweeping company.
15. The recreation hall air conditioning units will be fenced or otherwise pro-
tected to prevent theft of the motors.
16. The operators are investigating a contract with a different satellite TV
firm. They hope to improve the service by contracting for complete TV ser-
vice including the cable distribution system.
17. P.G.&E. has also indicated the electrical transformer will be replaced in
approximately two months.
*18. A local consulting engineer has prepared a proposal to explore alternatives
to extending Contra Costa Water District service to the mobile home park.
The estimated maximum cost of the study is $20,000.00. Funding for the
study has not been arranged. We have asked state staff to consider funding
the study under the State Safe Drinking Water Bond Law of 1986.
Please let us know if you need more information related to conditions at this
mobile home park.
