Request County Counsel to determine the ability of the Board of Supervisors to impose as a condition on building permits and land use permits that gasoline service stations and other businesses which, as a part of their business perform oil changes (such as Jiffy Lube) , be required to accept used oil from any individual at no cost to the individual and, in turn, be required to recycle the used oil by turning it over to a firm which specializes in the recycling of used oil, and report his findings and conclusions to our Committee on August 8, 1988 . 2 . Request the Contra Costa Community Recycling Center to submit a more detailed proposal to the Budget Committee by June 20, 1988 setting forth in more detail the composition of their Board of Directors, the extent of their voluntary resources, an explanation of how their voluntary resources could be coordinated with the County' s proposed resource recovery program, and a more detailed budget supporting their request for $5000 a year, with particular emphasis on their ability and willingness to continue handling used oil. This report should also indicate the willingness of the recycling center to share their extensive mailing list with the County' s Community Development Department. 3 . Order the Director of General Services to report to the Board in 30 days on the feasibility of receiving used oil from the public at County corporation yards. BACKGROUND: On May 24, 1988, the Board of Supervisors received and referred to its Budget Committee a letter from the Contra Costa Community Recycling Center indicating that they are interested in changing the focus of their organization so that they are less involved in direct recycling activities and more involved in recycling advocacy. In this regard, the recycling center has requested County funding in the amount of $5000 a year for the next three years. Because of the funding request, the recycling center' s letter was referred to the Budget Committee. We agreed, however, as a part of our overall review of recycling issues, to hear a presentation from Kathleen Nimr on behalf of the recycling center. The above recommendations grew out. of our discussions. We would note in this regard a memo from Supervisor Fanden suggesting that the County needs to do something to assist the public in legally disposing of used oil. Ms. Nimr indicated that the recycling center would be willing to continue accepting used oil for the time being until other resources can be developed. As a result, we have requested General Services to consider the, possibility of having the County corporation yards receive used oil. We are also exploring with County Counsel the possibility of requiring service stations to accept used oil from individuals. We will report back to the Board once County Counsel has responded to our request.
