June 16 , 1988 CW la I& Coiry SUBJECT: INITIATION OF LITIGATION TO RECOVER COSTS OF SERVICES PROVIDED IN PROTECTING LARRY SINGLETON SPECIFIC REQUEST(S) OR RECOMMENDATION(S)_ & BACKGROUND Af4.7 JUSTIFICATION RECOMMENDATION• Authorize County Counsel to initiate legal action against the State of California for the recovery of costs incurred by the County in protecting Larry Singleton a parolee of the California Department of Corrections in 1987. BACKGROUND: On August 26, 1987, on orders of the Board of Supervisors, the County Administrator filed a claim with the State Board of Control requesting reimbursement for some $31,237 . 90 in expenses the County had incurred in protecting Larry Singleton during his brief stay in this County in the spring of 1987 . Larry Singleton was convicted of raping and mutilating a teenage girl in 1978 and served eight years of a 14-year sentence. This crime provoked unusual public outcry because Singleton hacked off the girl' s forearms with an axe. He was paroled on April 25 from the California Men' s Colony in San Luis Obispo. Several highly publicized efforts were made by the California Department of Corrections to place Singleton in various cities within the County of Contra Costa. The California Department of Corrections obtained accommodations for Singleton in Rodeo, California under false pretenses . Safety measures were taken by the Contra Costa County Sheriff and mutual aid was requested from the California Highway Patrol and the City of Richmond Police Department. Attached is a breakdown of costs incurred by the County as a result of this incident. On June 7 , 1988 a Representative from the County Administrator' s Office attended the State of California, State Board of Control hearing in San Francisco representing the County on the Singleton claim. The State Board of Control denied the claim.
