EXECUTION OF INDIVIDUAL REFERRAL PARTICIPANT TRACKING
AGREEMENTS WITH NINE ( 9) GAIN SERVICE PROVIDERS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGpOUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve the submission of FY 1988/89 Greater Avenues for
Independence (GAIN) budget by the Director, Social Service
Department, to the California State Department of Social
Services, requesting $5,638,000 in State funds for imple-
mentation of training/employment services for AFDC recipients
under the County' s GAIN Program; and
Authorize the Director, Social Service Department, to
execute on behalf of the County, standard form GAIN
. Individual Referral Participant Tracking Agreements with -
the nine ( 9) Service Providers (Contractors) named in the
attached "GAIN ABE and Vocational Tracking Providers
Listing, " beginning June 8, 1988 and ending June 30, 1989,
to provide tracking services for County-referred GAIN
participants who are enrolled in Providers ' non-GAIN funded
Adult Basic Education/GED, English as-a-Second Language, or
Vocational Training classes.
These Tracking Agreements shall be subject to: 1) overall
program tracking budget limitation of $288,099; 2) uniform
tracking fees to be paid by the County to Providers for each
GAIN enrollee as set forth in said Agreements; 3) avail-
ability of FY 1988/89 State GAIN funds; and 4) approval by
County Counsel as to legal form.
II. FINANCIAL IMPACT:
None. 100 percent State funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
By its Orders dated March 3, 1987 and March 24, 1987, the
Board approved submission of the County' s GAIN Plan for
FY 1986/87 and 1987/88 and certain changes thereto,

including the use of GAIN funds to provide tracking
services for GAIN participants receiving training in
Adult Basic Education and Vocational Training under non-
GAIN funded resources.
The County' s GAIN Plan, a one-time only submission, has
been approved by the State Department of Social Services
(SDSS) . Initial FY 86/87-87/88 allocations have provided
funds for: planning, staff training, registering AFDC
recipients into the GAIN Program, and procurement of
certain job services, ABE, Vocational Training, and
Child Care Administration.
The County Social Service Department has received notifi-
cation regarding the State' s identification of $5,638,000
in total GAIN funds to operate the County' s GAIN programs
during FY 1988/89. With the exception of the Grant
Diversion component, these funds will be used to fully
implement the County' s GAIN Plan based on its ratio of
existing AFDC caseload.
