AWARD OF CONTRACT FOR COMPREHENSIVE IMPROVEMENT ASSISTANCE PROGRAM
CA011-909 MODERNIZATION OF HOUSING AUTHORTIY PROJECT
CA011005 E1 Pueblo Pittsburg
I. RECOMMENDED ACTION:
Award the contract for Phase II of the modernization work at CA011005, El Pueblo,
Pittsburg, to Nibbi Brothers, Inc. , 1433 Seventeenth Street, San Francisco, as the
lowest responsible bidder, with Base Bid No. 1 in the amount of $2,450,000, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Under the Fiscal Year 1987 Comprehensive Improvement Assistance Program
$3,454,000 was allocated to the Housing Authority of the County of Contra Costa to
proceed with Phase II of the modernization at CA011005, El Pueblo, Pittsburg.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Bid requests were advertised in the Contra Costa Times. Bids were opened on
Monday, June 1, 1988 at 2:00 p.m. and werereceivedfrom three contracting companies.
Nibbi Brothers, Inc. , 1433 Seventeenth Street, San Francisco, California, with Base
Bid No. 1 in the amount of $2,450,000.00 was determined as the lowest responsible
bidder.
Staff recommended to the Advisory Housing Commission at its Regular Meeting on
June 20, 1988 that the contract for the interior modernization work to be
accomplished at CA011005, E1 Pueblo, be awarded to the low bidder, Nibbi Brother, Inc. ,
1433 Seventeenth Street, San Francisco, California. The Advisory Housing Commission
accepted this recommendation and voted to recommend award of the bid to Nibbi
Brothers, Inc.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not award the contract for
modernization work at CA011005, E1 Pueblo, Pittsburg, to Nibbi Brothers, Inc. , with
Base Bid No. 1 in the amount of $2,450,000, this modernization work could not be
accomplished on a timely basis and the costs of the interior modernization work at
CA011005 E1 Pueblo, Pittsburg, would increase beyond the available HUD funding
through the Comprehensive Improvement Assistance Program.
