SUBJECT: Approval of Contract With Housing Alliance of Contra
Costa County, Inc. RESOLUTION N0: 88/370
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JU:JTIFICATtoN(
I - WHEREAS, The State of California, Department of Housing ana Community
Development, Division of Community Affairs, has issued a NOTICE OF REQUEST
FOR PROPOSALS UNDER THE EMERGENCY SHELTER PROGRAM.
II - WHEREAS, Contra Costa County, Health Services Department is a public
entity.
III - WHEREAS, should Contra Costa County, Health Services Department accept a
grant from the Emergency Shelter Program, the agency/organization cer-
tifies that all uses of the funds will be in compliance with Emergency
Shelter Program Guidelines, and
IV - WHEREAS, the Health Services Director or his designee can act on behalf of
Contra Costa County and will sign all necessary documents required to
complete the grant transaction.
V - WHEREAS, Contra Costa County, Health Services Department agrees for the
purposes of applying for and using ESP funds to utilize Housing Alliance
of Contra Costa County, Inc. as a lead agency, rather than directly
contracting with the State.
VI - NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors of Contra
Costa County hereby authorizes the Health Services Director or his
designee to apply for and accept the grant in the amount of not more than
$39,374 nor less than $39,374, and to enter into a contract and any amend-
ment thereto with Housing Alliance of Contra Costa County, Inc . in order
to receive State ESP funds and to observe all State and lead agency
requirements.
VII - NOW, THEREFORE, BE IT FURTHER RESOLVED THAT the application submitted with
this resolution contains all necessary elements, including a work plan and
budget, which if funded, may be adopted as the governing contractual
terms, subject to State approval .

These additional residential services are a critical need in the provision of
comprehensive drug abuse services. In addition, neither the Housing Alliance or
St. Vincent De Paul would have been eligible for funds without a third agency
applying for "hard cost". Hard costs are defined as only costs of site acquisi -
tion, rehabilitation or purchase of equipment. In order to accept the $39,000
for purchase of this site, the County must enter into a contract which would
show evidence of continued support in the form of matching payments. These
payments would have previously gone for rent. These matching funds would be
made available through State Department of Alcohol and Drug Program funds at no
county cost.
In our prior discussion, you mentioned that further review and approval would be
required before any finalized agreement could be reached between the County and
the Housing Alliance. What steps need to be taken in order to finalize this
award for these critically needed residential beds? I have enclosed for your
review and approval a sample of the resolution which must be signed by the Board
of Supervisors and returned to Sacramento by June 17, 1988 if we are to accept
these funds.
