Spooner , Contracts Administrator Costa DATE; June 17, 1988 County Authorization For Final Fiscal Year 1987-88 Contract Amendment SUBJECT; Agreements For Alcohol/Drug Abuse/Mental Health Division Contract Programs SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director or his designee ( Stuart McCullough) to execute, on behalf of the County, 27 Contract Amendment Agreements , effective June 28 , 1988 , as specified in the attached "Listing of FY 87-88 Contract Amendments for Alcohol/Drug Abuse/Mental Health Division Contract Programs . " II . FINANCIAL IMPACT : These Contract Amendments are fully funded in the Health Services Department Budget for 1987-88 (Org. # ' s 5915 , 5936 , 5942 , 5952 , and 5978 ) , and include Payment Limit increases spec- ified in the attached Listing, summarized as follows : 1 . The FY 87-88 Payment Limits for the 27 Contracts are increased by a total of $144 , 124 to provide a cost-of-living adjustment (COLA) for the contractors ' employees . 2 . The FY 87-88 Payment Limit for Rubicon Programs , Inc. is increased by an additional $8 ,486 in Federal funding in order to maximize the Federal Medi-Cal revenues that are available, requiring no additional County dollars . This Contract Amendment Agreement places Rubicon Programs , Inc. at risk for serving a sufficient number of Federally- eligible clients to earn this Federal Medi-Cal revenue in the Rubicon and Synthesis Medi-Cal day treatment center programs . 3. The FY 87-88 Payment Limit for the Contra Costa Association for Retarded Citizens , Inc . (CCARC-Lynn Day Treatment Center) is increased by an additional $600 to provide an augmentation for insurance cost increases . This $600 insurance cost amount is included within the $ 180 ,000 which the Board authorized in FY 87-88 for contractor insurance augmentations . The six-month Payment Limits for the automatic six-month contract extension period from June 30 , 1988 , through December 31 , 1988 , are increased for each Contract as spec- ified in the attached Listing to extend the above contract increases (pro-rated for this six-month period) into FY 88-89 , subject to novation contracts for FY 88-89 which will be completed for Board approval following adoption of the County Budget for FY 88-89 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : These Contract Amendments carry out the Board of Supervisors ' policies and directives regarding cost-of-living increases for contract programs which are providing a vital and important part of the County ' s continuum of care and services for persons with problems of alcoholism, drug abuse , and mental illness . Furthermore , the Contract Amendment for Rubicon Programs , Inc. includes an additional payment increase to maximize the genera- tion of Federal Medi-Cal revenue . And lastly, the Amendment for the Contra Costa Association for Retarded Citizens (CCARC) includes an additional payment increase as part of the insurance augmentation that the Board authorized for ADAMH Division contractors in FY 1987-88 .
