June 9, 1988 County SUBJECT;Approval of Contract #26-163-1 with County of Solano SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director to execute on behalf of the County, Standard Contract 426-163-1 with County of Solano for the period July 1 , 1988 - June 30 , 1989 in the amount of $10,000 for provision of obstetrical services for patients receiving perinatal services through the Solano County Department of Public Health . II . FINANCIAL IMPACT : The County will be billing Medi-Cal for physician services pro- vided under this Contract and will reimburse Solano County for their clinical and support staff up to a maximum of $10 ,000 . However , Medi-Cal reimbursement for care of Solano patients off- sets the payment to Solano County. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : On August 11 , 1987 , the Board approved Contract 426-163 with Solano County, establishing a cooperative perinatal program for Solano County patients . Approval of Contract #26-163-1 will continue this program for another year . Since Solano County does not have a County Hospital , prior to establishment of this program, low income women did not generally have easy access to prenatal care and to labor and delivery services ; therefore , women often did not seek medical care as early as they should. Under this program, the two coun- ties have jointly staffed a perinatal clinic in Vallejo for Medi-Cal and Medi-Cal eligible Solano County clients , who then travel to Merrithew Memorial Hospital for labor and delivery services . In March 1988 , County Health Services established a Prenatal Patient Tour Program. Under this program, the County provides transportation for prenatal patients from outlying clinics , including the Solano clinic , to tour Merrithew Memorial Hospital ' s birthing center . This provides opportunity for the patients to become acquainted and comfortable with theospital. During the first year of operation, between 40 and 60 Solano County women were seen monthly at the Vallejo clinic. Prior to establishment of the clinic , Solano patients accounted for 11% of the births at Merrithew. Currently, Solano patients account for 23% of the total births at the Hospital . The Department will be returning to the Board in the near future with a special presentation to commemorate the one-year anniver- sary of the Clinic , which is August 11 .
