SUBJECT: Establishment of the Social Services Program Analyst
Class in the Social Service Department
The Board considered the recommendation of the Director of the
Social Service Department providing for the establishment of a
Social Services Program Analyst class and the reclassification of
certain persons and positions to the new class.
Randy Johnese, Social Services Union, Local 535 , expressed
concerns with the establishment of the new class for the reasons.
that the new class would increase managerial staff and costs. He
expressed the belief that this money could be used for line
services particularly in the area of children' s services.
Peter Koster, representing Social Services Line Supervisors,
30 Muir Road, Martinez, commented on the increased workload with.
reduced personnel and limited resources to accommodate the many
needs. He expressed opposition to the new class for the reason
that the new classification of Program Analyst will increase
managerial overhead, will provide no direct services and will
supervise no one. Mr. Koster expressed concern that establishment
of the class will foster a trend toward deprofessionalization since
the new classification will only require a high school diploma in
contrast to a Social Work Supervisor I who is required to have a
college degree. He also expressed disagreement with the promotion
of individuals without examination. - He urged the Board to reject
this proposal and require the Department to seek a true reduction.

Kathleen Dorosz., an Adult Services Line Supervisor at the
Richmond Office, commented on the increased demand for services
resulting in increased caseloads for staff in the Social Service.
Department. She expressed concern with the lack of resources to
provide care for the elderly in their homes without resorting to
out of home placement. She commented on social problems related to
drug abuse, alcoholism, family stress, neglected children and the
elderly, and the homeless. She expressed concern that there was
not enough staff to help people with these problems. She requested
that this class not be approved at this time and that the issues be
studied further.
James Rydingsword, Director of the Social Service Department,
commented on the need to reorganize the department in order to_
maximize staff to address the increased demand for services within
severe financial restraints. He noted that in the 1988-1989 fiscal
year 32 staff positions within the program analyst class will be
reduced to 24 which will result in a $300 ,000 net savings in county
cost. Mr Rydingsword advised that this is probably the first step
the Social Service Department needs to take to reach some goals in
reducing administrative overhead and moving resources into line
functions without any layoffs or other drastic actions.
In commenting on the proposal under consideration, Supervisor
Powers referred to the County' s financial situation and the deficit
position of the State. He noted that the Social Workers and line
staff are doing a good job with the resources available. He
expressed concern with the inability of the County to staff the
line worker areas to meet the increased need. He inquired if there
would be any salary changes with the assignment of personnel to the
new classification.
Mr. Rydingsword responded that there would be some salary
changes. He advised that staff assigned to the Program Analyst
classification will be expected to perform at a higher level and
therefore should be compensated for the increased responsibility.
The Director of the Social Service Department advised that incum-
bents in the new class will be required to deal with complex laws
and regulations, interpret them and train staff to assist them in
the efficient performance of their assignments. He referred to
changes in legislation and actions of the courts that impact on the
manner in which services are provided.
Supervisor Torlakson also commented on the severe workloads
and problems caused by substance abuse and the need to find a
method to fund prevention programs. He referred to the proposal of
Mr. Rydingsword and the comments presented this day, and readily
agreed that change is hard on staff. He inquired if the proposed
change will result in less cost.
Mr. Rydingsword advised that the proposal under consideration.
will result in less cost which will be realized in the 1988-1989
fiscal year. He noted that some employees will take advantage of
early retirement and that there will be some attrition within the -
department. He further advised that there are opportunities to be
pursued improve procedures for providing services.
There being no further discussion, IT IS BY THE BOARD ORDERED
that the recommendation of the Director of the Social Service
Department is approved.
On recommendation of Supervisor Torlakson, IT IS ORDERED THAT
the Director of the Social Service Department is REQUESTED to
report to the Board in six months on implementation of the proposed
cost saving measures.
