That the Board of Supervisors of Contra Costa County as and constituting the Board of Directors of Contra Costa County Sanitation District No. 511 introduce Ordinance No. 15 entitled "An Ordinance Establishing Annual Sewer Service Charge for Fiscal Year 1988-89 in Contra Costa County Sanitation District No. 5." b. That the Board of Supervisors set July 12, 1988 at 11:00 a.m. in the Board of Supervisors Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider oral and written objections or eonments concerning establishing the annual sewer service charge for Sanitation District No. 5 for Fiscal Year 1988-89. C. That a notice of the time and place of the hearing including a general explanation of the matter to be considered be mailed at least 14 days prior to the hearing to any interested party who files a written request with the District for mailed notice pursuant to Gavenr ent Code Section 54992. d. That at least 10 days before the public hearing, the District shall make available to the public data indicating the amount of cost, or estimated cost, required to provide the service for which the charge is levied, and the revenue sources anticipated to provide the service. II. FINANCIAL IMPACT: The above actions have no impact on County finances. County services to Sanitation District No. 5 are funded entirely by the annual sewer service charges. REASONS FUR ON/BACI ID• Each year the County Sanitation Districts are required to set by Ordinance the annual sewer service charges. Gaverrmtent Code Section 54992 describes what steps are necessary before such an ordinance can be adopted. IV. OF NEGATIVE ACTION: The District would be unable to collect sewer service fees for Fiscal Year 1988-89. The collection and treatment of sewage is necessary to protect the public health and the envirorm ent. The District would be required to borrow money to pay for providing this essential service, and future fees would have to be increased to repay the money. Orig. ANNUAL UNIT CMRGE. For Fiscal Year 1988-89 the "Annual Unit Change" referred to in Section 4 of Ordinance No. 1 is $260.00. SECTION 2. OQUEC ION ON TAX ROLL. The District hereby elects to collect the annual sewer service charges on the Fiscal Year 1988-89 tax roll. SECTION 3. EFFFOaW DATE. This Ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of Supervisors voting for and against it in the a newspaper published in the County and circulated in the District.
