I. AMCN:
a. That the Board of Supervisors of Contra Costa County as and
constituting the Board of Directors of Contra Costa County
Sanitation District No. 19, introduce Ordinance No. 9
entitled "An Ordinance Establishing Annual Sewer and Water
Service Charge for Fiscal Year 1988-89 in Contra Costa
County Sanitation District No. 19."
b. That the Board of Supervisors set July 12, 1988 at 11:00 a.m.
in the Board of Supervisors Chambers, 651 Pine Street,
Martinez, California, as the time and place for a public
hearing to consider oral and written objections or comments
concerning establishing the annual sewer and water service
charge for Sanitation District No. 19 for Fiscal Year 1988-
89.
C. That a notice of the time and place of the hearing including
a general explanation of the matter to be considered be
mailed at least 14 days prior to the hearing to any
interested party who files a written request with the
District for mailed notice pursuant to Government Code
Section 54992.
d. That at least 10 days before the public hearing, the District
shall make available to the public data indicating the amount
of cost, or estimated cost, required to provide the service
for which the charge is levied, and the revenue sources
anticipated to provide the service.
II. FINANCIAL IMPACT'
The above actions have no impact on County finances. County
services to Sanitation District No. 19 are funded entirely by the
annual sewer and water service charges.

Each year the County Sanitation Districts are required to set by
Ordinance the annual sewer service charges. Government Code
Section 54992 describes what steps are necessary before such an
ordinance can be adopted.
IV. OF NEGATIVE ACTICN:
The District would be unable to collect the sewer and water
service fee for Fiscal Year 1988-89. The collection and
treatment of sewage is necessary to protect the public health and
the environment. A safe, dependable, pottable water supply is
also essential. If the District is unable to collect the Fiscal
Year 1988-89 service fees it will have to borrow money to provide
these services, and future service charges will have to be
increased to repay the borrowed money.

The Board of Supervisors of Contra Costa County, as and constituting the
Board of Directors of Contra Costa County Sanitation District No. 19, does
ordain as follows:
SEMCK 1. ANLL UNIT CIS. For Fiscal Year 1988-89 the "Annual Unit
Charge" referred to in Section 12.5 of Ordinance No. 1 is $250.00.
SECTICN 2. C1QTJECI1CH CN TAX ROLL. The District hereby elects to collect
the annual service charge on the Fiscal Year 1988-89 tax roll.
SECTION 3. EFFELVIVE DATE. This Ordinance becomes effective 30 days after
passage, and within 15 days after passage shall be published once with the
names of Supervisors voting for and against it in the
a newspaper published in the County and circulated in the District.
