That the Board of Supervisors of Contra Costa County as and constituting the Board of Directors of Contra Costa County Sanitation District No. 15, introduce Ordinance No. 15 entitled "An Ordinance Establishing Annual Sewer Service and Water Service Charges for Fiscal Year 1988-89 in Contra Costa County Sanitation District No. 15." b. That the Board of Supervisors set July 12, 1988 at 11:00 a.m. in the Board of Supervisors Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider oral and written objections or comments concerning establishing the annual service charges for Sanitation District No. 15 for Fiscal Year 1988-89. C. That a notice of the time and place of the hearing including a general explanation of the matter to be considered be mailed at least 14 days prior to the hearing to any interested party who files a written request with the District for mailed notice pursuant to Goverment Code Section 54992. d. That at least 10 days before the public hearing, the District shall maks available to the public data indicating the amount of cost, or estimated cost, required to provide the service for which the charge is levied, and the revenue sources anticipated to provide the service. II. FINANCIAL IMPAC.r: The above actions have no impact on County finances. County services to Sanitation District No. 15 are funded entirely by the annual sewer service and water service charges. R19ASO S FER CK/BAC MUMD• Each year the County Sanitation Districts are required to set by ordinance the annual sewer service charges. Government Code Section 54992 describes what steps are necessary before such an ordinance can be adopted. Iv. OF Iar-4UIVE AMC N: Zhe District would be unable to collect sewer and water service fees for Fiscal Year 1988-89. Zhe collection and treatment of sewage is necessary to protect the public health and the environment. A safe, dependable, pottable water supply is also essential. If the District is unable to collect the service fees it would have to borrow money to provide these services, and future service charges will have to .be increased to repay the borrowed money. Orig. ANNUAL UNIT CHARGE. For Fiscal Year 1988-89, the the "Annual Unit Charge" referred to in Section 12.5 of Ordinance No. 1 and water service charge for each of the following zones is: Zone 1: $180.00 (Beacon West) Zone 2: $120.00 (Willow Park Marina) Zone 3: $315.00 (Willow Mobile Home Park) Zone 4: $300.00 (All SD 15 sewer users) SECTION 2. EFFECTIVE DAZE. This Ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of Supervisors voting for and against it in the a newspaper published in the County and circulated in the District.
