SUBJECT: Expansion of the Shell Task Force
Dan Bergman, Assistant Health Services Director, Environmental
Health, spoke of meetings attended by representatives of the
Justice Department representing the Environmental Protection Agency
and the other federal agencies such as Fish and Wildlife Service,
the State Attorney General' s Office who is representing various
State Trustee agencies involved, and joint representation by the
Contra Costa County District Attorney' s office and the Solano
County District Attorney to confer on plans for the current
remedial action effort to address the many issues associated with
the recent Shell oil spill, the restoration effort, the assessment
of damages, potential liabilities involved with respect to Shell
and various custody agencies who have concerns that restoration
efforts are being monitored and coordinated by this forum. Mr.
Bergman spoke of his role at a recent meeting in advising of the
action of the Board of. Supervisors to formally convene a Task Force
to address concerns associated with the Shell oil spill and to
utilize the Task Force to solicit public input as well as to be a
clearing house for information. He advised that the agencies were
reluctant to support the formation of a local task force and
appeared to be interested in creating some kind of an input agency
at the federal level.
Mr. Bergman noted that the County would be sending out
invitations to the various regulatory agencies formally soliciting
their participation on the Task Force. He requested the Board to
expand the charge of the Task Force to make it a public forum for
public input and a clearing house for information so that as each
agency begins to formulate opinions for remedial action and as the
rehabilitation plans begin to take shape, they can be reviewed by
the Task Force.
Board members being in agreement, IT IS BY THE BOARD ORDERED
that the request of Mr. Bergman is APPROVED.
