HomeMy WebLinkAboutMINUTES - 06141988 - 1.34 1-034 , TO BOARD OF SUPERVISORS FROM: Phil Batchelor Contra ttra County Administrator C )sta DATE: June 2, 1988 CO �/ SUBJECT: vim" "J� Legislation: Assembly Bill 3132 (Harris) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position in support of AB 3132 by Assemblyman Harris which would transfer $11 million from the motor vehicle account in the State Transportation Fund to the Abandoned Vehicle Trust Fund for the purpose of funding city and county abandoned vehicle abatement programs. BACKGROUND: Under existing law, the Department of the California Highway Patrol is authorized to disburse money to local 'governments from the Abandoned Vehicle Trust; Fund to finance local governments ' efforts to remove abandoned vehicles from public property. Unfortunately, the $1.00 vehicle registration surcharge which originally funded the program expired many years ago and all remaining funds in the account have either been spent for abandoned vehicle programs or transferred to other accounts. Assemblyman Harris has introduced AB 3132 which transfers $11 million from the motor vehicle account to the Abandoned Vehicle Trust Fund. The Highway Patrol would be authorized to transfer these funds to cities and counties which establish abandoned vehicle abatement programs designed to remove abandoned vehicles from public property. The money would be allocated to each county in proportion to the,, number of abandoned vehicles which have been surveyed throughout the State. AB 3132 does provide for a local match of 200 of any amounts received from the Abandoned Vehicle Trust Fund. Since AB 3132 would go a long way toward providing a short-term abandoned vehicle abatement program, it is recommended that the Board support the bill even with the local match requirement. Obviously, it would be preferable if the local match requirement could be dropped in view of the county' s financial condition.
