SUBJECT: Corps of Engineers ' Walnut Creek Basin Investigation,

Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECOMMENDATION
APPROVE the Flood Control District's participation with U.S. Army
Corps of Engineers on the Walnut Creek Basin Investigation Study
and AUTHORIZE the Chief Engineer to transmit a letter of intent
to the Corps.
II. FINANCIAL IMPACT
The study will cost approximately $700, 000. Flood Control Zone
3.B, as the local sponsor will be responsible for financing 50% of
the costs.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Walnut Creek Basin Investigation is a study authorized by the
Congress to determine the scope of needed improvements on several
tributaries in the Walnut Creek basin. The study has identified
five projects that appear to have sufficient merit to warrant
Corps of Engineers ' involvement. These projects are:

A cooperative agreement will be necessary to define the financial
responsibilities of the District and the Corps. However, it is
anticipated that Flood Control District Zone 3B will provide 50
percent of the project costs.
This study is necessary to determine the feasibility of
implementation of the five projects by the Corps of Engineers
through either individual authorization by Congress, or a small
Corps of Engineers' project, or by, addition to the Walnut Creek
Project.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to participate in the study may mean the loss of any
potential federal funding for channel improvements in these
areas.
