Justification
I. RECOMMENDATION
1. Approve the Consulting Services Agreement with CH2M Hill to
provide aerial mapping services for State Route 4 from Port
Chicago Highway in Concord to Bailey Road in West Pittsburg,
in an amount not to exceed $106, 100
2 . Authorize the Public Works Director to execute the
Consulting Services Agreement with CH2M Hill.
II. FINANCIAL IMPACT
None.
III. REASONS FOR RECOMMENDATIONIBACKGROUND
The Bay Area Rapid Transit District (BARTD) has allocated $2
million for the design and environmental review of the State
Route 4 project to widen and lower the Willow Pass Grade. Two
provisions exist: (1) that the environmental review be
coordinated with BARTD' s alternative analysis for the proposed
BART extension to East County; and (2) that the environmental
review be complete by the end of 1988 .

Before the alignment studies for the environmental review can be
completed, it is necessary to obtain topographical information.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the agreement and authorize its execution will
result in a delay of information needed to plan the highway
alignment which could result in a loss of the BARTD funds.
