SUBJECT: Authorization of a Joint Public Hearing
with the Contra Costa County
Board of Supervisors to Consider an
Amendment to the Pleasant Hill BART
Station Area Redevelopment Plan
The Contra Costa County Redevelopment Agency RESOLVES that:
The Redevelopment Agency ("Agency") staff has prepared a
proposed Redevelopment Plan Amendment for the Pleasant Hill
BART Station Area Redevelopment Project (the "Plan Amendment")
and the Report thereon. The Report includes the Environmental
Impact Report on the Plan Amendment. The Agency has authorized
submittal of the Plan Amendment and Report to the Planning
Commission for its report and recommendations and to the
Contra Costa County Board of Supervisors for its review.
Pursuant to the California Community Redevelopment Law, the
Agency desires to hold a joint public hearing with the Contra
Cosh County Board of Supervisors on June 14 , 1988, commencing
at `� 2:00_p.m.,. in the Contra Costa County Board of Supervisors
Chambers, located at the County Administration Building, 651
Pine Street, Room 107, Martinez, California, for the purpose
of considering the Plan Amendment and Report thereon.
Any person or organization desiring to be heard at that public
hearing will be afforded an opportunity to do so. To that
end, and pursuant to State law, the Agency desires the
publication of a "Legal Notice - Joint Public Hearing" in a
newspaper of general circulation. The Agency further desires
written notice, return receipt requested, be sent to all
property owners within the proposed project as more
particularly set forth below. A copy of the Legal Notice -
Joint Public Hearing to be published and mailed is attached to
this Resolution as Exhibit A and is incorporated in the
Resolution by this reference.
The Agency further desires that copies of the Legal Notice -
Joint Public Hearing be mailed to each taxing agency levying
taxes on any property in the Pleasant Hill BART Station Area
Redevelopment Project Area, as it is proposed to be amended,
as more particularly set forth below.
NOW, THEREFORE, BE IT RESOLVED, the Contra Costa County
Redevelopment Agency approves the convening of a joint public
hearing with the Contra Costa County Board of Supervisors on
.June 14, 1988 , at 2:-00 .p,m. in the Contra Costa County Board
of Supervisors Chambers, County Administration Building, 651
Pine Street, Room 107, Martinez, California, for the purposes
of considering the Plan Amendment and the Report thereon;
provided, however, that the Agency may elect to postpone or
cancel the joint public hearing prior to June 14, 1988 if it

determines in its discretion that further study is necessary
prior to consideration of the Plan Amendment by the Agency and
the Contra Costa County Board of Supervisors.
BE IT FURTHER RESOLVED, that upon an approval by the Contra
Costa County Board of Supervisors of a joint hearing on that
date, the Community Development Director of the Agency is
authorized to:
(a) publish the above described "Legal Notice - Joint
Public Hearing" not less than once a week for three successive
weeks prior to the aforesaid hearing in the Contra Costa
County Times, a newspaper of general circulation for the
County of Contra Costa.
(b) mail a copy of the aforesaid notice to the last known
assessee of each parcel of land in the project area designated
in the Plan Amendment, at the assessee' s last known address as
shown on the last equalized assessment roll of Contra Costa
County.
(c) mail a copy of the aforesaid notice to the governing
body of each of the taxing agencies which levies taxes upon
any property in the project area designated in the proposed
Plan Amendment.
All mailings as hereinabove provided shall be by
certified mail with return receipt requested.

LEGAL NOTICE
JOINT PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Supervisors of
the County of Contra Costa and the Contra Costa County
Redevelopment_ ,Agency will hold a joint public hearing on June
14 , 1988 at 2;00 p.m, in the Board of Supervisors Chambers
located at the County Administration Building, 651 Pine
Street, Martinez, California. The hearing may be continued
from time to time until completed. Any person desiring the
opportunity to be heard will be afforded an opportunity to do
SO.
The purpose of the hearing is to consider the proposed
Pleasant Hill BART Station Area Redevelopment Plan Amendment
(hereinafter referred to as the "Plan Amendment") . A further
purpose of the hearing is to consider the Environmental Impact
Report (hereinafter referred to as the "EIR") , prepared for
the Plan Amendment pursuant to State Law.
The primary purpose of the Plan Amendment is to add
certain territory to the existing Pleasant Hill BART Station
Area Redevelopment Project Area (the "Existing Project Area")
and to revise certain fiscal limits to accommodate the
addition of this land. The area proposed to be added (the
"Amendment Area" ) is generally bounded by Las Juntas Way,
Oak Road, Coggins Drive and Wayside Lane. The addition of
this land to the Existing Project Area will enable the County
and the Agency to promote the development of high-density
housing that is essential for the effective redevelopment of
the entire Pleasant Hill BART Station Area Redevelopment
Project Area. As detailed in the Report on the proposed Plan
Amendment, the existing limits on the amount of total tax
increment revenue that may be claimed over the life of the
. Pleasant Hill BART Station Area Redevelopment Plan, and the
amount of permitted outstanding bonded indebtedness, have been
increased to ensure adequate financial capability to promote
the development of high-density housing in the Amendment Area,
including housing for low and moderate income households.
Other technical changes are also included in the proposed Plan
Amendment.
The proposed Plan Amendment will be an undertaking of the
Contra Costa County Redevelopment Agency.
The Existing Project Area and the Amendment Area are
situated in the County of Contra Costa, State of California,
and are together more particularly described in the attached
Legal Description, Exhibit A.
Any and all persons having any objections to the proposed
Plan Amendment or the regularity of any prior proceeding or
who wish to speak on any issue raised by the EIR may appear at

the hearing and show cause why the proposed Plan Amendment
should not be adopted. In addition, at any time not later
than the time set forth for the hearing on the Plan Amendment,
any person may file in writing with the Clerk of the Board a
statement of objections to the proposed Plan Amendment.
In accordance with the California Community Redevelopment
Law, the Contra Costa County Redevelopment Agency has adopted
and made available for public inspection Rules for Business
Tenant Preference and Owner Participation (the "Rules") .
Furthermore, the Relocation Report for the Plan Amendment will
be open for discussion at the hearing. The Plan Amendment,
Draft EIR, Rules , and Relocation Report are now available for
inspection in the Office of Community Development, located at
651 Pine Street, 4th floor, North Wing, Martinez , California.
This Notice is published pursuant to the order of the
Contra Costa County Board of Supervisors and the Contra Costa
County Redevelopment Agency.

The Contra Costa County Redevelopment Agency RESOLVES that:
The Redevelopment Agency staff has prepared a Redevelopment
Plan Amendment (the "Plan Amendment") , and Report on the Plan
Amendment (including an Environmental Impact Report) for the
Pleasant Hill BART Station Area Redevelopment Project.
Pursuant to California Community Redevelopment Law, a public
hearing on the Plan Amendment and Report thereon will be
jointly convened by this Agency and the Contra Costa County
Board of Supervisors on June 14 , 1988 .
The Plan Amendment and Report on the Plan Amendment must be
submitted to the Board of Supervisors for its review prior to
the aforesaid public hearing.
NOW, THEREFORE, BE IT RESOLVED, that the Executive Director of
the Contra Costa County Redevelopment Agency' is hereby
authorized to submit the aforesaid Plan Amendment and Report
on the Plan Amendment, to the Contra Costa County Board of
Supervisors for its review prior to the public hearing.
