Baldwin Ship Channel - West Richmond Channel �"`�/ SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION Authorize the Chair to send a letter to the Corps of Engineers supporting the dredging of the West Richmond channel from Southhampton shoal northerly to about 1 ,000 feet north of the Richmond-San Rafael bridge and stating that any salt water intrusion from the ship channel must be fully mitigated. FINANCIAL IMPACT Contra Costa County, by Resolution 2156 (August 6, 1963 ) , agreed to give general assurances as the local sponsor for the John F. Baldwin and Stockton ship channels. Subsequently the Stockton ship channel (Point Edith, east of Avon, to Stockton) sponsorship has been assumed by the Port of Stockton. John F. Baldwin ship channel, which begins outside the Golden Gate and extends to Point Edith, remains a Contra Costa County sponsored project. In recent years, Contra Costa County has continued to express support for the John F. Baldwin ship channel project, and at the same time has indicated that any financial obligations and assur- ances that may come to the County as sponsor would, by necessity, be passed on to the benefiting shipping companies and agencies. REASONS FOR THE RECOMMENDATION/BACKGROUND The letter that the County is to submit is merely to reaffirm the County' s long-term interests concerning the channel. The San Francisco Corps of Engineers ) office has submitted their project report to the Corps of Engineer Division and is awaiting Division approval for the release of the project report to the County and others. We have been informed that the project as proposed pro- vides for a channel that will be 38 feet deep, plus a 3-foot overdredge for maintenance purposes. The Corps proposes to include this work with the annual contract that the Corps exe- cutes for channel maintenance and miscellaneous work in the Bay. The project will involve approximately 30 , 000 cubic yards of dredge material that will be disposed of either at the Corps ' disposal area south of Alcatraz Island or further out to sea. The Corps of Engineers has an approved project for the entire John F. Baldwin ship channel. The Corps has been studying the shipping situation from the Southhampton shoals to Point Edith. Accordingly the Corps of Engineers staff has meeting with local representatives from the County and the shipping. and industrial firms along our waterfront. The project is the first that has resulted from the on-going study that the Corps has been conducting, dealing with the ship- ping demands north of the Richmond-San Rafael bridge. This minor project does not require the County of Contra Costa to execute a cooperative agreement with the United States of America, because there are no local cost or participation anticipated. As studies continue and future segments of the project are readied for exe- cution if local costs are involved, the County will be called upon to execute a cooperative agreement and to provide the local financing., In the recent meetings with local shipping companies, the staff has indicated that any future demands of the County for financial participation will have to be met by shipping firms e.g. , Shell, Exxon, Tosco, etc. PEK: jn 144:baldwin.brd
