Spooner , Contracts Administrator Costa DATE: April 21, 1988 County SUBJECT: Approval of Novation Contract 4424-391-4 with Anita Maxey SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract 4424-391-4 with Anita Maxey in the amount of $43 , 243 for the period July 1 , 1987 - June 30 , 1988 for provision of consultation and technical assistance for implementation of the County' s Mental Health Supplemental Residential Care Services Program ( SB 155 ) . This document includes a six-month automatic extension from July 1 , 1988 through December 31 , 1988 in the amount of $24 ,040. II . FINANCIAL IMPACT : This contract is fully funded in the Health Services Department Budget through the SB 155 Supplemental Residential Care Services Allocation and Short-Doyle Canyon Manor funds allocated to the County for fiscal year 1987-88 . This Novation Contract #24-391-4 replaces Contract 4424-391-3 and reduces the total Payment Limit of the prior contract by $5 , 023. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : Novation Contract 4424-391-3 was approved by the Board on September 15 , 1987 and included a four-month extension through June 30 , 1988 , under which the contractor is currently providing services . Novation Contract 4424-391-4 replaces Contract 424-391-3 and represents an actual decrease due to the payment limit more accurately reflecting actual service units provided as evidenced by past performance . The hourly reimbursement rate has been increased to $24 per hour effective April 1 , 1988 to reflect negotiated compensation for services to be provided. The contract services are vital to the continued development and implementation of the Supplemental Services Program for Mentally Disabled Adults as described in the County ' s SB 155 Application submitted on February 5 , 1985 to the State Department of Mental Health . Under this program, certain licensed residential care facility operators are provided with training and additional funding to provide care to more severely mentally disabled adults . The Department is in the process of creating a position to replace this Contractor and anticipates that the position will be in place by the end of this year . This contract will be terminated when the position is in place.
