M7A7 -Z /on - AIRPORT OPERATIONS SUPERVISOR Due to the inherent nature of the position, a great portion of time is spent troubleshooting "pop up" problems and working on projects to resolve developing problems of sizable impact. Because of this, it is not possible to allot specific percentages of time to various areas. The main areas are as follows : 1. AIRPORT SAFETY 2. CRASH/FIRE/RESCUE 3. AIRPORT OPERATIONS 4. AIRPORT SECURITY 5. AIRPORT MAINTENANCE � NOISE ABATEMENT/PUBLIC RELATIONS /7 AIRPORT DEVELOPMENT PROJECTS EMERGENCY PREPAREDNESS 9. PERSONNEL ADMINISTRATION 1. AIRPORT SAFETY Supervisory Responsibility through Subordinates: Coordination of fire district's supportive role of fire code enforce- ment at the airport through annual inspection of county and leased facilities as well as inspecting tenants self-fueling equipment. Safe work practices of county employees, i .e: operation of power tools, mobile equipment and manually-operated mechanical tools , bus , crash/fire/rescue vehicles, tractor-mower, paint striper, weed eater, ,blower, portable generator. Scheduled and nonscheduled daily airport inspections for unsafe conditions that may expose users to damaging their aircraft/equipment, or injuring themselves. Work directly with: Risk Management Directly responsible for enforcement of safe practices of all airport users to lessen the liability factor for the county. Airport Certification - Annual Federal Aviation Administration and Caltrans Meet with FAA officials to review airport operational documentation to substantiate that the airport is in compliance with Federal Aviation . Regulations. This includes but is not limited to, physical integrity of all aviation operational areas, air navigational aids, hazardous obstructions and conditions. We are also responsible to the FAA for ongoing training, crash/fire/rescue and published physical airport facilities and services. Responsible for follow up of corrective actions for noted deficiencies. Meet with Caltrans officials of the Division of Aeronautics for the ,*. same as FAA certification. Chair permanent Airport Safety Committee The Safety Committee is made up of representatives of the airport aviation businesses, the FAA air traffic control and county airport staff. Committee meets monthly to discuss new safety issues to resolve problems , make suggestions, and report on the follow up of previously reported problems and recommendations. Co-Chair County airport staff meetings Airport management staff meetings are held weekly to update county employees on airport development, policies and problems. Discussions are held to explore problem areas and entertain suggestions for improvement. 2. CRASH/FIRE/RESCUE Supervisory Responsibilities through Subordinates : Responsible for the crash/fire/rescue program, consisting of being in compliance with FAA requirements for the proper index of service use at Buchanan Airport which dictates the minimum amount and type of equip- ment, number of personnel and minimum coverage. Training of personnel on the airport, including three hot burns per year and sending two people a year to professional schools to keep current in latest techniques. Work directly with: Manager of Airports in reviewing design of new equipment to meet FAA requirements and the needs of this airport ' s demand . Make recommendations on the layout of equipment installed in the vehicles, i .e. radios , instruments and controls of pump engine. Investigate accident/incident reports and as appropriate notify Manager of Airports, FAA Flight Standards District Office, National Transporta- tion Safety Board, County Counsel , Risk Management, registered owner of aircraft, airport insurance carrier, and law enforcement agencies . When needed, serve as crash/fire/rescue member. 3. AIRPORT OPERATIONS Supervisory Responsibilities through Subordinates : Supervise the inspection and patrolling of the airport to ensure compliance of Airport Ordinance, lease agreements, FAA regulations or uniform minimum standards for commercial aeronautical activities . Issuance , cancellation and renewing of permits for non commercial aircraft storage and assignment of aircraft parking spaces. Prepare reports of field usage by fixed base operators, inventory of aircraft and aircraft movements and compilation of statistics at request of . Manager of Airports. Direct responsibility: Report violators of FAA regulations to FAA Flight Standards District Office and issue warnings to violators of minor infractions of FAA regulations and. County Ordinance. Educate and encourage airport users to obey rules, regulations, ordinances and safe practices. Evaluate private off-airport development projects that may have an unsafe impact . upon airport operations such . as the penetration of runway approach clear zones. I have responsibility and authority to close part or all of the airport in time of need, change or prohibit aircraft traffic patterns if and when justifiable (i .e. Buchanan Fields Golf Course is on airport property and people using the driving range were striking parked aircraft with golf balls. The Golf Course operators failed to heed my verbal requests to control the direction of driving range balls which forced me as a representative of the airport to close down their driving range until they agreed to control errant balls) . Work with FAA Air traffic Control Manager and Manager of Airports to resolve aircraft traffic pattern problems. 4. AIRPORT SECURITY Designated as "Airport Security Officer" per Federal Aviation Regulation, Part 107. FAA has specific , requirements in the form of a Civil Airport Security Plan for those 4irports serving scheduled air carrier (airlines) . As part of that plan under the direction of the Manager of Airports , the Airport Operations Supervisor is the . designated Airport Security Officer. Supervisory Responsibility through Subordinates: Supervise the security program of the airport to ensure the safe operation of the airport. This includes the designated sterile air carrier area by preventing unauthorized people from entering the operational areas, making certain the gates are closed and locked and implementing and maintaining a photo identification program for all airport employees. Direct Responsibility Coordinate a plan of response to terrorism/skyjacking or bomb threats between FAA, FBI , airline, Sheriff's Dept. , and airport management. , . Coordinate periodic meetings between same for preparedness updating. 5. AIRPORT MAINTENANCE Supervisory Responsibility through Subordinates : Conduct ongoing physical maintenance of airport facilities , equipment, runways and grounds. This includes aircraft tiedown cables and chains , airport runway and taxiway lighting, obstruction lighting, taxi grade signs, drainage system, owner maintenance hangars and washracks , airport weed control (tractor mowing of the entire airport as needed throughout the year) , pavement condition and maintenance of crash/fire rescue vehicles. Make certain all aircraft are secure during wind conditions . Direct Responsibility Determine need for and make arrangements for repair of facilities whether it be done in house (county crews) , or outside (private contractor) . Oversee method of repairs for conformance to FAA require- ments and County code. 6. NOISE ABATEMENT/PUBLIC RELATIONS Supervisory Responsibility through Subordinates: Receive, record noise/low flying complaints from public. and communicate explanations to the public of noise abatement program. Deploy noise . monitoring instruments in communities surrounding the airport. Observe and record runway usage by air carrier aircraft. Research through microfilm registrations of offending aircraft. Explain noise abatement procedures to pilots and airport users. Direct Responsibility: Promote noise abatement and fly quiet procedures through presenta- tions to flying schools, groups and clubs. Arrange for and conduct . special meetings with Flight Instructors and commercial pilots relative to noise abatement procedures . Examine noise problems and make recommendations to the Manager of Airports . Investigate major complaints and meet with complainants to help them understand how an airport must operate for a safe operation, and if appropriate, tact- fully explain what they can expect. Represent the airport management at Chamber of Commerce Aviation Committee meetings in planning annual Airport Appreciation Day to make certain that planning activities are compatible to keeping the airport operational and in compliance with FAA regulations and not expose the County to liability relative to such activity. Meet with public who have concerns or questions about the safe operations of the airport. In the absence of the Manager of Airports , respond to news media relative to questions about accidents , incidents or operational concerns. 7. AIRPORT DEVELOPMENT PROJECTS Supervisory Responsibility through subordinates: Coordinate with FAA Air Traffic Control personnel and construction personnel access to development areas or maintenance areas to prevent runway incursions and/or aircraft/ground. vehicle conflicts . Oversee of i construction areas for safety practices, i .e. close and barricade hazardous areas, illuminate hazardous area, issue Notices to Airmen, (NOTAM) , relative to closures and/or hazardous areas as required by Federal Aviation Regulations. Direct Responsibility Review Federal Aid project plans to detect oversights, code violations or incompatabilities. Responsible to Manager of Airports for supervision of contractors during airport improvement projects under Federal Aid. Coordinate with County Building Inspection, Environmental Health, Sanitary District and public utilities relative to improvement projects. Make recommendations to Manager of Airports for needed improvements. Assist Manager of Airports in preparing equipment specifications and follow up. I made a trip to the manufacturing plant to make certain a new crash/fire/rescue vehicle was being built according to specifica- tions agreed upon. 8. EMERGENCY PREPAREDNESS Supervisory Responsibility Through Subordinates Conduct simulated exercises of disasters for earthquakes or major aircraft disasters to be prepared for such an event. Direct Responsibility: Under direction of Manager of Airports formulate emergency preparedness plans for Buchanan Field Airport involving airport management personnel , FAA, Pacific Southwest Airlines, fixes based businesses, Sheriff's Department, DES, County Public Works Department , local hospitals and ambulance companies. The primary scenarios include airline disasters or earthquakes. Prepare a plan for aerial reconnaissance flights for County Public Works Department. Prepare an emergency response plan to submit to FAA for aircraft crash, skyjacking and bomb threat. 9. PERSONNEL ADMINISTRATION Direct Responsibility Participate in interviewing as oral board member to select qualified . candidates for subordinate positions. VR.Job (12/11/87) DRAFT Proposed Salary Level C5-1797 ($2739-3329) February 1980 Contra Costa County Revised & Retitled: April 1988 SUPERVISOR OF AIRPORT OPERATIONS DEFINITION: Under general supervision, to assist the Manager of Airports in the day-to-day operation and maintenance of a county airport; to act for the Manager of Airports in his/her absence; and to do related work as required. DISTINGUISHING: Positions in this classification are distinguished from that of Manager of Airports in that the former concerns itself with the operations and maintenance aspects of county airports, whereas the latter is a single-position class responsible for planning for the development of future airports, promoting an airports property development lease agreement program and representing the County in aviation matters and related community affairs. TYPICAL TASKS: Supervises the inspection and patrolling of airport grounds to identify violations of the County Airport Ordinance, lease agreements, FAA regulations, or uniform minimum standards for commercial aeronautical activities; reports violators of FAA regulations to the Federal Flight Standards District Office; issues warnings, citations, or otherwise takes action to correct violations; issues, 'cancels and renews permits for non-commercial aircraft storage and assigns aircraft parking spaces; prepares reports on field usage by fixed base operators, counts of aircraft inventory and investigates accident/incident reports and notifies insurance carrier of subordinates, the physical maintenance of airport facilities, equipment, runways, and grounds; assists in maintaining good public relations with airport users, visitors and residents of the surrounding community; monitors reports and deals directly with the public on noise related matters; chairs the permanent airport safety committee; assists the manager or airports in preparing equipment specifications; reviews federal aid project plans; supervise contractors during airports improvement projects under federal aid; serves as airport security officer per far 107. Coordinates with county building inspection, environmental health, sanitary district and public utilities relative to improvement projects and failures. Responds to call back in times of emergencies to keep the airport operational . MINIMUM QUALIFICATION: License: Valid California Motor Vehicle Operator's License. Experience: Five years of full-time or its equivalent experience involving airport operations or maintenance activities. Three years of the above experience must have been in a lead ,or supervisory position. Education: Possession of an associate arts degree from an accredited college with a major in business, safety, fire science, engneering or related field. Additional years of airport operations experience may be substituted for the required education on a year for year basis up to a maximum two years.
