Specific Request(s) or Reconmendation(s) & Backgrcxmd & Justification RROOMMENDED ACTION: APPROVE the Plans and Specifications for the Highway 4 Widening over Willow Pass Grade Project and ADVERTISE for bids to be received on Thursday, June 16, 1988 at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DIRECT the Director of Community Development to file a Notice of Exertion with the County Clerk. a. FINANCIAL IMPACT. The estimated contract cost of the project is $2,590.00. It is to be funded by the East/Central Travel Corridor Area of Benefit .(39.5%) , the City of Antioch (39.5%) , and the City of Pittsburg (21%) . The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The project has been determined to be in compliance with the General Plan. It has been determined that this project is exert from CFS requirements as a Class 1 Categorical Exemption. The project consists of adding a westbound auxiliary lane to Highway 4 and does not involve the removal of a scenic resource. The Categorical Exemption Determination was processed by the California Department of Transportation Environmental Analysis Branch. The Board hereby concurs in said determination.
