SUBJECT: Hearing on Rezoning Application #2780-RZ to rezone 15+ acres from
General Agricultural District (A-2) and Single Family Residential
District (R-40) to Single Family Residential District (R-20) , in the
Alamo area, filed by HSC Development Company (Applicant) and Wallace
and Rosellen Breuner (Owners) .
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the environmental documentation prepared for this
project as being adequate.
2. Approve Rezoning Application #2780-RZ, along with Subdivision
7063 , including conditions of approval imposed by the San
Ramon Valley Regional Planning Commission. Exhibit A attached.
3 . Adopt the San Ramon Valley Regional Planning Commission' s
findings as set forth in Resolution No. 23-1988 as the
determinations for these actions.
4. Introduce ordinance giving effect to the aforesaid rezoning,
waive reading and set date for adoption of same.

This being the time heretofore noticed by the Clerk of the Board of Supervisors
for hearing on the above matter, the public hearing was opened and nonone
appearing to speak, the public hearing was closed.
IT IS BY THE BOARD ORDERED that recommendations 1, 2, 3, and 4 are APPROVED and
as in recommendation 4, Ordinance. No. 88-44 is INTRODUCED, reading waived, and
June 7, 1988 is set for adoption of same.

.CONDITIONS OF APPROVAL FOR SUBDIVISION 7063
1. This approval is based upon the Tentative Map submitted with this applica-
tion dated received March 11, 1988. The rezoning of the property under
2780-RZ shall become effective prior to filing of this Final Map.
2. This approval is for a maximum of 20 lots. Prior to filing of the Final
Subdivision map revised plans shall be submitted for review and approval by
the Zoning Administrator providing for the following:
A. One lot shall be eliminated in the area of Lots 11-12 and 20-21.
Grading of the hillside of the east side of Lot 11, shall be mini-
mized. Embankments along the north boundary may be reduced in con-
junction with grading on the adjacent property to the north.
B. Evergreen screening trees- shall be planted in random appearance along
the east boundary of the development, together with the installation
open mesh wire fencing. This requirement shall be submitted for re-
view and recommendation by the East Bay Regional Park District.
C. The easterly Lot Line of Lot 16, shall be adjusted easterly as is fea-
sible to provide additional lot width. A zero sideyard distance may
be permitted to the existing accessory building on adjacent Lot 15.
D. Provide for improved pedestrian access from Alamo Glen Drive to East
Bay Regional Park Land adjacent to the northeast of the proposal .
3. Should archaeological materials be uncovered during grading, trenching or
other on-site excavation(s) , earthwork within 30 yards.. .of. these materials
shall be stopped until a professional archaeologist who is certified by the
Society for California Archaeology (SCA) and/or the Society of Professional
Archaeology (SOPA) has had an opportunity to evaluate the significance of
the find and suggest appropriate mitigation(s) , if deemed necessary.
4. Each residential unit shall have illuminated house numbers that can be vis-
ible at all times.
5. In consultation with the adjacent property owner to the west
(APN#193-210-08) the developer shall submit a fencing plan for review and
approval by the Zoning Administrator with filing of a final subdivision map
and constructed with the completion of streets. The purpose of this plan
is to minimize conflicts and protect the liveability of the adjacent prop-
erty. Fencing adjacent to street area as viewed for the street shall be of
decorative design.
6. Comply with drainage, road improvement, traffic and utility requirements as
follows:
A. In accordance with Section 92-2.006 of the County Ordinance Code, this
subdivision shall conform to the provisions of the County Subdivision
Ordinance (Title 9) . Any exceptions therefrom must be specifically
listed in this conditional approval statement. Compliance with the
Ordinance will include the following improvements and requirements:

(1. ) Constructing road improvements as shown on the Tentative Map.
Street lighting will not be required.
(2. ) Undergrounding of all utility distribution facilities.
(3. ) Conveying all storm waters entering or originating within the
subject property to a natural watercourse having definable bed
and banks or to an existing adequate storm drainage facility.
The nearest adequate drainage facility is located to the west of
the site on the west side of Roundhill Drive.
(4. ) Submitting a Final Map prepared by a registered civil engineer or
licensed land surveyor.
(5. ) Submitting improvement plans prepared by a registered civil engi-
neer, payment of review and inspection fees, and security for all
improvements required by the Ordinance Code or the conditions of
approval for this subdivision. These plans shall include any
necessary traffic signage and striping plans for review by the
County Traffic Engineer.
B. The onsite section of Alamo Glen Trail and Alamo Glen Drive shall be
dedicated to the County and constructed to County public road stan-
dards.
C. Comply with the requirements of the Bridge/Thoroughfare Fee Ordinance
for the Countywide Area of Benefit for unincorporated areas as adopted
by the Board of Supervisors.
D. Overlay Alamo Glen Drive between Stone Valley Road and the site with a
0.10 foot thickness of asphalt concrete.
E. Mitigate the impact of the additional storm water run-off from this
development on San Ramon Creek by:
(1. ) Removing 1 cubic yard of channel excavation material from the
inadequate portion of San Ramon Creek near Chaney Road for each
50 square feet of new impervious surface area created by the de-
velopment. All excavated material shall be disposed of off-site
by the developer at his cost. The site selection, land rights,
and construction staking will be by the Flood Control District.
The added impervious surface area created by the development will
be based on the Flood Control District's standard impervious sur-
face area ordinance.
F. Furnish proof to the Public Works Department, Engineering Services
Division, of the acquisition of all necessary rights of entry, permits
and/or easements for the construction of off-site, temporary or perma-
nent, road and drainage improvements.

G. Install agate along the western edge of Alamo Glen Trail at the en-
trance to the private road serving the property to the west (the
Soltau property) .
H. Alamo Glen Trail shall terminate in a cul-de-sac turnaround in the
vicinity of Lots 16-17.
7. Grading and improvement plans shall comply with the recommendations of the
preliminary soil and geologic report by Terrasearch dated 1/19/88. Record
a document identifying the report, to run with property deeds.
8. Prior to issuance of building permits, submit a final report for grading,
drainage, and erosion control , including an as-graded geologic map, in ac-
cordance with grading ordinance Section 716-8.1014. Final report shall
show plan and profile location of fill , fill keyways, and subsurface drain-
age facilities, all as surveyed by the project Civil Engineer.
9. The residential lots shall be annexed to the P-5 Police Service Area.
THE FOLLOWING STATEMENTS ARE NOT CONDITIONS OF APPROVAL, HOWEVER, THE APPLICANT
SHOULD BE AWARE OF THESE COMMENTS PRIOR TO FILING THE FINAL MAP OR SECURING
BUILDING PERMITS.
A. Comply with the requirements of the San Ramon Valley Fire Protection Dis-
trict.
B. Comply with the requirements of the Central Contra Costa Sanitary District
and the East Bay Municipal Utility District.
C. This project may be subject to the requirements of the Department of Fish &
Game. The applicant should notify the Department of Fish & Game, P.O. Box
47, Yountville, California 94599, of any proposed construction within this
development that may affect any fish and wildlife resources, per the Fish &
Game Code. Also, the applicant should notify the U.S. Army Corps of Engi-
neers, 211 Main Street, San Francisco, CA 94105-1905, Attention: SPNCO-R,
of any proposed construction within the creek in accordance with Section
404 of the Clean Water Act (33 U.C.C. 1344) .
