Adoption of the County Short-Doyle Annual Plan for Mental Health
SUBJECT; Services (Part A) and Federal Block . Grant Renewal Application
for FY 1988-89
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION :
a. ' Approve and adopt the Contra Costa County Short-Doyle
Annual Plan for Mental Health Services (Part A) , including
the Federal Block Grant Renewal Application as an addendum
to the Plan , for FY 1988-89, and
b. Authorize the Board Chairman to execute , on behalf of the
County , Form 1. 1A in the Plan which certifies adoption of
the Part A Plan by the County Board of Supervisors , and
C. Assure compliance with Federal Requirements set forth as
Attachment II (Assurance of Compliance with Federal
Requirements on Use of Allotments ) in said Block Grant
Renewal Application , and
d. Authorize the Health Services Director or his designee
( Stuart McCullough) to submit said Plan and Block Grant
Renewal Application to the State Department of Mental
Health.
II . , FINANCIAL IMPACT :
Part A of the Annual Plan is based on the State ' s preliminary
allocation of Short-Doyle funds to the County and represents a
summary presentation of expected expenditures of County, State ,
and Federal funds and anticipated revenues for mental health
services in FY 1988-89 (excluding "Rollover" activities ) . This
preliminary allocation is subject to change following adoption
of the State Budget , and it will be replaced by the final
allocation sometime between September and November. The Part A
Plan Program Budget Summary includes :
a. A total State Short-Doyle Allocation of $12 , 031 , 002 f.or FY
1988-89 , including:
( 1 ) Continuation of the $175 , 000 increase in FY 1987-88
State funding that was first allocated to the County in
March 1988 to provide a new residential treatment
program ( 6-bed group home) for mentally disturbed ,
latency-age children , and

( 2) A $35 , 413 increase in the allocation of State funds for
mental health services to Special. Education Pupils
( SEP) under AB 3632;
b . A $ 1 , 474, 186 Federal. Block Grant Award Amount for the West
Contra Costa Community Mental Health Center (CMHC) services
program, representing a $3 , 238 increase over the Federal
Block Grant base allocation for FY 1987-88 ; and
C. A $643 , 000 increase in County funding to provide :
( 1 ) The $3 , 935 County match ( 10%) required to cover the
increase in the AB 3632 SEP allocation shown above ; and
(2) The 4% Cost -of -Living Adjustment (COLA) . which has been
approved by the Board of Supervisors for certain County
employee wage increases and contract program adjust -
ments in FY 1988-89.
The State allocation includes no cost-of-living or equity
adjustments for FY 1988-89. While adoption of the Part A Plan
does not obligate the County to make any expenditures , sub-
mission of the Plan and approval_ by the State are required for
the County to continue to receive Short-Doyle and Block Grant
payments from the State as. of July 1988.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Part A Plan and Block Grant Renewal Application represent a
status quo maintenance of effort , except for a slight expansion
of the County 's AB 3632 SEP Program and a full 12-month opera-
tion in FY 1988-89 of programs that were begun in the latter
half of FY 1987-88 (e .g. , the Group Home Treatment Program for
latency-age children , Homeless Outreach Services , and Long Term
Care Housing for mentally disabled adults ) .
While the State is proposing an even further augmentation to the
AB 3632 SEP Program, this is not included in the Part A Plan
because the State has not yet released augmentation funding
amounts to the counties .
Part A of the Annual Plan will be followed by Part B which is
the comprehensive Annual Plan description based on the State 's
final allocation of Short-Doyle funds to the County.
Adoption of the Part A Plan and submission to the State are
required by Section 5650 of the Welfare and Institutions Code .
This Plan was reviewed and approved by the County ' s Mental
Health Advisory Board at . its meeting on May 19 , 1988.
