SUBJECT; Community Homeless Action and Resources Team of
Contra Costa (CHART)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1) Establish the Community Homeless and Resources Team of
Contra Costa (CHART) .
2) Direct CHART to advise the Board on recommendations to
alleviate homelessness in Contra Costa County.
3) Authorize Chairman, Board of Supervisors, to send letters to
all cities in our County inviting them to participate in
this joint effort.
BACKGROUND
In November, 1987 the Board of Supervisors proposed that the
County initiate the coordination effort of homelessness services
and programs by creating a Homeless Management Team (HMT) to
include representatives of each of those agencies serving the
homeless, including the County, and religious organizations. . The
Board further requested that a Winter Shelter Program be
.established so that no homeless person should go without shelter
during the winter months. The HMT was to coordinate that effort
through May, 1988 .
Since November, 1987 the Board has taken nearly 50 separate
actions to alleviate the plight of the homeless and has had many
successes, not the least of which was bringing together the
entire community to provide assistance to our citizens in need.
But the need continues. We must address the long-term solutions
for the underlying cause of homelessness as well as immediate
relief for those on our streets and in our parks. We intend to
take action on the recommendations submitted to you by the Task
Force on Homelessness and, other necessary actions to accomplish
our long-term goals. With the. support of private, public and
religious organizations, we will be able together to resolve a
crisis none of us can do independently.

Therefore, with the expiration of the charge of the Homeless
Management Team, we request that the Board of Supervisors
establish the Community Homeless Action and Resources Team of
Contra Costa (CHART) . Membership is to include those serving as
the HMT; key County departments, city representatives, community
non-profit agencies and religious organizations. The County
Homeless Steering Committee, consisting of the Social Service
Director, Community Services Director, Director of the Housing
Authority, Deputy Director-Redevelopment, Veterans Services
Officer and representatives of Health Services and the County
Administrator, will continue to serve on CHART as they have on
the HMT. It is recommended that the Board Chair be authorized to
send letters to each of the cities inviting their active
participation on this Team.
The MISSION STATEMENT of CHART is:
Promote community awareness, exchange information, identify
needed programs, advocate for the funding of housing and other
needed programs, and coordinate among programs and services for
the homeless.
CHART GOALS are:
1) Alleviate homelessness in Contra Costa County through
developing and implementing a plan for providing coordinated
services to the homeless and housing permanently affordable
to lower income persons by accessing all levels of
government throughout the community.
2) Build support for the homeless through cooperation,
coordination, communication and advocacy throughout the
community.
With these goals in mind CHART is developing a work plan in which
responsibilities, time lines, costs and "milestones" will be
identified to accomplish specific OBJECTIVES.
