Rydingsword Director SUBJ: GAIN IMPLEMENTATION UPDATE ----------------------------------------------------------------- ----------------------------------------------------------------- In March 1987 your board reviewed the GAIN County Plan and approved it on March 24, 1987 . We submitted the plan to SDSS on March 25 , 1987 . Since then, we have been negotiating with the State Department of Social Services (SDSS) . This memo is to advise you of the current status of the GAIN program in Contra Costa County: 1 . Per SDSS, the tentative allocation for FY 88/89 is $4 . 1 million. SDSS is also assuming that there is available to GAIN an ADDITIONAL $1 . 5 million in community resources ( including resources from the Adult School Districts, the Private Industry Councils, the Community College Districts, and the Refugee-funded service programs) . 2 . GAIN will be implemented effective May 1 , 1988, county-wide. AFDC-FG mandatory registrants will be phased into the program at their annual redeterminations of eligibility. Mandatory and voluntary. registrants in self-initiated training or education programs will also be phased into GAIN beginning May 1, 1988 . 3 . We are estimating that we will be serving 424 clients in FY 87/88 and 2 ,720 clients in FY 88/89 . 4 . Clients enrolled in GAIN will receive the full complement of GAIN services . My staff and I look forward to implementing GAIN, a program that is an innovative and comprehensive approach toward enabling AFDC recipients to become self-sufficient .. Gen 9c (New 3/86)
