SUBJECT: Amendment to the County 's FY 1987-88 Annual Mental Health
Short-Doyle Plan for Submission to the State
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION :
a . Approve and adopt the proposed amendment to the Contra Costa
County Mental Health Short-Doyle Plan for FY 87-88, and
b. Authorize the Health Services Director or his designee
( Stuart McCullough) to submit said Plan Amendment to the
State Department of Mental Health together with a final
revision of the Short-Doyle Cost Report/Data Collection
(CR/DC) Budget for FY 87-88.
II . FINANCIAL IMPACT :
This amendment and budget revision make internal line item and
provider budget adjustments and minor program changes within the
previously approved Short-Doyle allocation and County budget ,
and also add $10 , 045 -in new State Categorical Funds that were
allocated to the County in mid-March 1988 by the State
Department of Mental Health to augment the AB 3632 Special
Education Pupil (SEP) mental health services program. It is
anticipated that these SEP funds will be unexpended at the end
of FY 87-88 for possible roll-over and use in FY 88-89. These
budget revisions do not increase or obligate the County to make
any expenditures . The internal budget adjustments are necessary
to make the County ' s expenditures for certain equipment , remodel-
ing , office moving/relocation costs , and service activities
reimburseable from State Short-Doyle funds .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
This amendment to the FY 87-88 Annual Plan (which the Board
adopted on April 12 , 1988 ) is necessary to add some new service
programs that are starting late in the fiscal year , including
start up activities for a 24-hour long term care housing program
and for a continuing care money management service for mentally
disturbed adults , . and to add the provision of Urban Challenge
trips under a mental health outreach program for high risk ado-
lescents in West County. The CR/DC budget revision also makes
minor adjustments for certain equipment , remodeling, and admin-
istrative office moving/relocation costs .
This Annual Plan amendment was reviewed and approved by the
County 's Mental Health Advisory Board at its meeting on
May 19 , 1988.
