SUBJECT: PROGRAM SUPPLEMENT #5 (1st. Revision) WHICH PROVIDES
EXCESS STATE MATCHING FUNDS FOR ENGINEERING AND
CONSTRUCTION FOR THE PORT CHICAGO HIGHWAY CURVES
PROJECT (PROJECT NO. 4371-4311-661-76)
Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECOMMENDATION
Approve and authorize the Chairman of the Board of Supervisors to
execute Program Supplement #5 (1st Revision) which provides
$14 , 415. 25 in Excess State Matching Funds for engineering and
construction for the Port Chicago Highway curves project.
II. FINANCIAL IMPACT
To satisfy the conditions of a recent State Audit of the project
account, this supplement provides Excess State Matching Funds for
12 percent of the County' s engineering and construction costs for
the project. The County provided 14 percent of the funding for
these items. The Federal Highway Administration provided 74
percent of the funding for these items.
III. REASONS FOR RECOMMENDATION/BACKGROUND
On June 21, 1977, the Board approved County-State Master
Agreement No. 04-5928 for the funding of Federal Aid Projects.

The total estimated cost for engineering and construction for the
Port Chicago Highway curves project was $118 , 655. 33 . On October
25, 1977, the Board approved Resolution No. 77/887 which provided
$87, 440 in Federal funds for the Project. The County provided
$16, 800. 08 in Local Matching Funds for the project.
Recently, the State audited the project account and determined
that an additional $14 , 415. 25 in matching funds were due. The
State Department of Transportation and the County Public Works
Department determined that Excess State Matching Funds are
available to pay the balance.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this program supplement is not approved, the County will have
to absorb the entire balance due for engineering and construction
costs for this project.
