DATE: May 17, 1988 Uounly SUBJECT: Status Report on the Transportation Partnership Commission SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: The Transportation Committee would like the Board to accept this report on the Transportation Partnership Commission actions and activities. Since January 1988, the Transportation Partnership Commission has accomplished the following: 1. Voted to target November 1988 for a proposed ballot measure. 2 . Selected the SB 142 process over the SB 878 process in developing a proposed 1/2 cent sales tax for transportation purposes. 3 . Completed the appointment of a citizens advisory committee (Transportation Partnership Advisory Committee) to advise the Partnership on the formulation of a Transportation Improvement and Growth Management Program and what elements should be contained in it. 4 . Established a Technical Coordinating Committee to advise the Transportation Partnership Commission on the technical aspects of the Transportation Improvement and Growth Management Program. 5. - Requested the Board of Supervisors to designate the Partnership as the County Transportation Authority and had the Board request the cities to concur in this designation. 6. Received concurrence in late April of the County' s designation of the Partnership as the Authority from a majority of the Cities with a majority of the population. Received draft regional transportation plans from all four Regional Planning Committees. 8. Proposed that the Cities and the County contribute a 2-cent per capita assessment per quarter to cover the capital costs of the Partnership' s activities. This has been presented to the Conference of Mayors and was accepted as a reasonable contribution for the Cities and the County to make. The Cities have already made this contribution for October through December, 1987 . 9.. Voted to forgo the police power of eminent domain, in order to alleviate the concerns of some cities in designating the Partnership as the Transportation Authority. 10 . Directed that the legal entity formed by the Transportation Authority "sunset" in the event that the proposed ballot measure fails in November, 1988 . FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Board of Supervisors had requested that the Partnership report back on its progress. CONSEQUENCES OF NEGATIVE ACTION: Not applicable. r
