SUBJECT: Los Medanos Community Hospital District
SPECIFIC REQUEST S) OR RECOMMENDATION(S)- & BACKGROUND Alm JUSTIFICATION
RECOMMENDATIONS:
1. Request, the County Administrator to obtain copies of the
employment contract and severance agreement between the Los
Medanos Community Hospital District and their former
Administrator, Efton Hall. Jr. , and forward copies to each
member of the Board of Supervisors.
2 . Request '.the County Administrator to obtain a list of all
consulting contracts . entered into by the Los Medanos
Community Hospital District for the past two years and
forward copies of .this list to each member of the Board of
Supervisors.
3 . Request the Health Services Director to continue his
conversations with• the Administration and medical staff of
Los Medanos Community Hospital for the purpose of providing
whatever clinical or administrative . support the Hospital
District may . need,. and report the progress on these
conversations" to the Board of Supervisors periodically.
4 . Request the County Administrator to ask . the Hospital
District Board of Directors to forward. a' copy of their
response to the Grand Jury to the Board of ' Supervisors as
soon as it has been approved by the .Board of Directors.
5 . Urge the Hospital, -District Board. of Directors 'to take all
available legal action to recover . funds lost through
investments, through 'contracts for which the District may
not have received all of the services for which they
contracted, and to determine_ whether •the severance agreement
with the former Hospital Administrator can be terminated.
6 . Authorize the Chairman to write to the Attorney General of
California requesting that he broaden his . current
investigation of the Los Medanos .Community Hospital District
to include 'all consulting contracts the District has. entered
into in the recent past and the severance agreement with the
former Hospital Administrator_.to determine whether the laws

occurred.

the Los Medanos Hospital District urging that all members of
the Board of Directors agree to stand for election in
November; 1988 .

BACKGROUND:
On April 19,,' 1988 , , following the presentation by the President of
the Board of Directors of� the Los Medanos Community Hospital
District, the Board of Supervisors requested several pieces of
information and referred this matter to our Committee. Staff.
from the County Administrator' s Office,. Health Services
Department, and County Counsel, met -with- our Committee on May 9,
1988 along with. representatives from the., Los Medanos Board of
Directors and staff from the Hospital.:
We ' Were advised that the Board of Supervisors itself has no
standing to sue the Hospital District or its Board of Directors,
although individual Board members may join a taxpayers lawsuit.
We were also advised that the Attorney General' s Office is
currently conducting an investigation, apparently limited to the
.investment losses by the private, nonprofit subsidiary
.,corporations to the, Hospital District. We believe the Attorney
General should broaden his . investigation to also include the
propriety of, the consulting. contracts and the severance agreement
with Mr. Hall.
The Health. Services Director reported that his staff have met
with the medical staff. of the Los Medanos Community Hospital.
East County . has lost several obstetricians recently and the
Hospital is seeking assistance from the County in insuring that .
,.East County. •residents have adequate obstetrical care. We believe
these conversations are mutually beneficial to the County and the
Hospital District and should be continued.
Some of the individuals who addressed our Committee called for
the resignatibns':. of the two remaining members of the Board of
Directors who were' -on the Board during the time the incidents now
in question took place. While we are not prepared to call for
their resignations at this time, we do believe that the entire
Board of Directors should stand for. election in November, 1988
even where a term of office has not expired. This will give the
voters in the District the opportunity to determine which Board
members should remain, on the Board and will do much to restore
the credibility of the Board of Directors.
