Phil Batchelor, County Administrator, reported on the savings Contra Costa County has achieved as a result of the business-like approach to managing. County operations. He referred to major steps the Board has taken to ensure the fiscal stability of the County in the face of the financial squeeze by the State Government as it shifts program responsibility to the County and ignores or circum- vents its requirement to pay for new mandated costs. He advised that county government has been required to do more with less fiscal resources. Mr. Batchelor reviewed the achievements of the County over the last five years which included attainment of Moody' s and Standard & Poor' s highest credit rating which can be afforded any public agency (MIG 1 and SP 1+) ; the highest return on investment earnings in County history; increased productivity and establishment of productivity standards and evaluation procedures for assessment of performance; the establishment of the productivity investment fund; establishment of a career development program and the Challenge Grant program; caring for the community through a vigorous citizen volunteer program, the energy and weatherization program, the many alcohol and drug programs, the work alternative program, and implementation of the Greater Avenue to Independence (GAIN) Pro- gram. The County Administrator commented on the leadership role of the Board of Supervisors in providing strong leadership and clear decision-making resulting in major organizational changes to County operations that eliminate duplication of effort and have a lasting and significant impact on the efficiency of County operations. Mr. Batchelor referred to the creation of the General Services Depart- ment, the Risk Management Unit, and the Office of Revenue Collec- tion; energy efficiencies; the establishment of the Wellness Program; the replacement of the Civil Service System with the more efficient Merit System; the Sheriff-Marshal consolidation; the centralization of the municipal court administration and civilianization of the Sheriff ' s Department; implementation of the "Developing Excellence" program to improve effective services; the innovative telephone financing system; and the Land Information System. Mr. Batchelor commented on the Transportation Systems Manage- ment (TSM) Ordinance requiring existing employers and future development in unincorporated areas to participate in TSM programs, and the Child Care Ordinance ensuring adequate and affordable child care for a working parent. He commented on the participation of the Board of Education with the Board of Supervisors in founding the Family Alliance, a non-profit entity whose primary mission is to strengthen the family unit in Contra Costa County. Mr. Batchelor concluded his report by calling attention to the fact that Contra Costa County is the recognized leader in promoting the alliance between government and private industry to increase the efficiency of County government and improve the delivery of services. He advised that the dollar value placed on these achievements translates to .an annual savings of $10 million. Supervisor Schroder noted that these many achievements could not have occurred without the cooperation of the department heads and their staffs working together to provide the needed services. Board members also expressed their appreciation to Mr. Batchelor for his comprehensive report. There being no further discussion, IT IS ORDERED that Mr. Batchelor' s oral report is ACCEPTED.
